Le secrétaire d’État Mike Pompeo vient de nommer Elliott Abrams envoyé spécial pour le Venezuela.
Elliott Abrams est un néo-conservateur historique. Il a appartenu à la petite coterie juive entourant le sénateur démocrate Henry Scoop Jackson, avant de rejoindre l’administration Reagan. Il a épousé la belle-fille de Norman Podhoretz, le rédacteur-en-chef de Commentary. C’est un des initiateurs de la théopolitique.
Il supervisa la création de la National Endowment for Democracy, l’agence chargée de poursuivre à découvert les objectifs de la CIA. Il fut un des organisateurs de la guerre contre le Nicaragua et le Salvador, incluant l’affaire Iran-Contras, sous la présidence de Ronald Reagan. Il fut également conseiller pour la « démocratie globale » dans l’administration Bush fils. C’est à ce titre qu’il supervisa la tentative de coup d’État contre le président vénézuélien Hugo Chávez, en 2002.
Durant la campagne électorale présidentielle US, il avait pris position contre Donald Trump. Cependant, une fois celui-ci élu, l’État profond avait tenté de l’imposer comme secrétaire d’État, ce que le président Trump avait refusé.
Sa nomination comme envoyé spécial pour le Venezuela marque un tournant radical de la politique de l’administration Trump.

Elliott Abrams, a controversial neoconservative figure who was entangled in the Iran-Contra affair, has been named as a Trump administration special envoy overseeing policy toward Venezuela, which has been rocked by a leadership crisis.

Abrams’ appointment, announced Friday by Secretary of State Mike Pompeo, is something of a surprise — President Donald Trump nixed his 2017 bid to be deputy secretary of State after learning that Abrams had criticized him.

Abrams will now be one of several special envoys Pompeo has brought on board to tackle thorny issues. He takes on his role at an unusually volatile time in U.S.-Venezuelan relations.

Earlier this week, Trump announced he no longer recognized the legitimacy of the Venezuelan regime of Nicolás Maduro and said the U.S. now considers opposition leader Juan Guaidó to be the country’s “interim president.” But Maduro refuses to leave power and has declared that Venezuela will cut off diplomatic ties with the United States.

“This crisis in Venezuela is deep and difficult and dangerous, and I can’t wait to get to work on it,” Abrams said in brief remarks to reporters.

Abrams, who served in the Reagan and George W. Bush administrations, is a well-known and somewhat controversial figure in U.S. foreign policy circles.

He has often expressed hawkish views and is fiercely pro-Israel, but he also has written and spoken eloquently about the need to support human rights around the world.

Abrams was deputy national security adviser in the George W. Bush administration and was instrumental in Middle East policy at the time, including supporting the U.S. invasion of Iraq.

There were also allegations that he supported a military coup attempt in Venezuela in 2002, damaging the U.S. relationship with the government there after the plot ultimately failed.

Abrams held multiple positions at the State Department under President Ronald Reagan, including assistant secretary of State for Western Hemisphere Affairs.

He was one of the Reagan administration’s fiercest advocates of armed support for Nicaraguan rebels and thus became caught up in the Iran-Contra scandal.

In 1991, he pleaded guilty to two misdemeanor counts of withholding information from Congress about secret efforts to aid the rebels. President George H.W. Bush pardoned him the next year.

Abrams is one of very few people who were critical of Trump during the 2016 campaign and yet have been allowed to join the Republican administration. Another, James Jeffrey, is a special envoy dealing with Syria policy.

Pompeo on Friday spoke warmly of Abrams, saying he “will be a true asset to our mission to help the Venezuelan people fully restore democracy and prosperity to their country.”

Abrams, who in recent years has been at the Council on Foreign Relations think tank, noted the timing of his return to the State Department. “I left this building 30 years ago this week, last time I worked here. So it’s very nice to be back,” he said.

Juan Guaidó est le produit d’un projet d’une décennie supervisé par les formateurs au changement de régime de l’élite de Washington. Tout en se faisant passer pour un champion de la démocratie, il a passé des années à l’avant-garde d’une violente campagne de déstabilisation.
Avant le jour fatidique du 22 janvier, moins d’un Vénézuélien sur cinq avait entendu parler de Juan Guaidó. Il y a quelques mois à peine, le jeune homme de 35 ans était un personnage obscur au sein d’un groupe d’extrême droite politiquement marginal, étroitement associé à d’horribles actes de violence dans la rue. Même au sein de son propre parti, Guaidó avait été une figure de niveau intermédiaire au sein de l’Assemblée nationale dominée par l’opposition, qui est accusée d’outrage selon la Constitution du Venezuela.
Mais après un simple coup de fil du vice-président américain Mike Pence, Guaidó se proclama président du Venezuela. Oint comme le chef de son pays par Washington, un homme politique jusque-là inconnu a été choisi par les États-Unis et promu sur la scène internationale comme le chef de file de la nation qui dispose des plus grandes réserves pétrolières du monde.
Faisant écho au consensus de Washington, le comité éditorial du New York Timessalua Guaidó comme un « rival crédible » de Maduro avec un « style rafraîchissant et une vision pour faire avancer le pays« . Le comité de rédaction du Bloomberg News l’applaudit pour avoir cherché à « restaurer la démocratie » et le Wall Street Journal l’a déclaré « un nouveau dirigeant démocratique « . Pendant ce temps, le Canada, de nombreuses nations européennes, Israël et le bloc de gouvernements de droite latino-américains connu sous le nom de Groupe de Lima reconnurent Guaidó comme le dirigeant légitime du Venezuela.
Alors que Guaidó semblait être sorti de nulle part, il était, en fait, le produit de plus d’une décennie de préparation assidue de la part des fabriques de changement de régime de l’élite du gouvernement américain. Aux côtés d’un groupe d’activistes étudiants de droite, Guaidó a été formé pour saper le gouvernement socialiste du Venezuela, déstabiliser le pays et, un jour, prendre le pouvoir. Bien qu’il ait été une figure mineure de la politique vénézuélienne, il avait passé des années à démontrer discrètement sa valeur dans les couloirs du pouvoir à Washington.
« Juan Guaidó est un personnage créé pour cette circonstance« , a déclaré Marco Teruggi, sociologue argentin et chroniqueur principal de la politique vénézuélienne chez Grayzone. « C’est la logique d’un laboratoire – Guaidó est comme un mélange de plusieurs éléments qui créent un personnage qui, en toute honnêteté, oscille entre risible et inquiétant. »
Diego Sequera, journaliste vénézuélien et écrivain pour le journal d’investigation Mision Verdad, est d’accord : « Guaidó est plus populaire en dehors du Venezuela qu’à l’intérieur, surtout dans l’élite de la Ivy League et des cercles de Washington« , a-t-il déclaré à Grayzone, « C’est un personnage connu là-bas, il est de droite bien entendu et considéré comme loyal envers le programme« .
Alors que Guaidó est aujourd’hui considéré comme le visage de la restauration démocratique, il a passé sa carrière dans la faction la plus violente du parti d’opposition la plus radicale du Venezuela, se positionnant à l’avant-garde, d’une campagne de déstabilisation à l’autre. Son parti est largement discrédité à l’intérieur du Venezuela, et est tenu en partie responsable de la fragmentation d’une opposition gravement affaiblie.
« Ces dirigeants radicaux n’ont pas plus de 20% dans les sondages d’opinion, écrit Luis Vicente León, le principal sondeur d’opinions du Venezuela. Selon Leon, le parti de Guaidó reste isolé parce que la majorité de la population « ne veut pas la guerre« . « Ce qu’ils veulent, c’est une solution. »
Mais c’est précisément la raison pour laquelle il a été choisi par Washington : il n’est pas censé conduire le Venezuela vers la démocratie, mais à l’effondrement d’un pays qui, au cours des deux dernières décennies, a été un rempart contre l’hégémonie américaine. Son ascension improbable marque l’aboutissement d’un projet de vingt ans visant à détruire une solide expérience socialiste.
Cibler la « troïka de la tyrannie »
Depuis l’élection d’Hugo Chavez en 1998, les États-Unis se démènent pour reprendre le contrôle du Venezuela et de ses vastes réserves de pétrole. Les programmes socialistes de Chavez ont peut-être redistribué les richesses du pays et aidé des millions de personnes à sortir de la pauvreté, mais ils lui ont aussi valu d’avoir une cible sur le dos. En 2002, l’opposition de droite vénézuélienne l’a brièvement évincé avec le soutien et la reconnaissance des États-Unis avant que les militaires ne rétablissent sa présidence après une mobilisation populaire de masse. Au cours de l’administration des présidents américains George W. Bush et Barack Obama, Chavez survécut à de nombreuses complots d’assassinat avant de succomber au cancer en 2013. Son successeur, Nicolas Maduro, a survécu à trois tentatives d’assassinat.
L’administration Trump a immédiatement placé le Venezuela en tête de la liste des pays visés par le changement de régime , le faisant passer pour le leader d’une « troïka de la tyrannie« . L’an dernier, l’équipe de sécurité nationale de Trump a tenté de recruter des militaires pour monter une junte militaire, mais échoua. Selon le gouvernement vénézuélien, les États-Unis ont également participé à un complot intitulé Operation Constitution pour capturer Maduro au palais présidentiel de Miraflores, et à une autre opération appelée Operation Armageddon pour l’assassiner lors d’un défilé militaire en juillet 2017. Un an plus tard, des chefs de l’opposition en exil ont tenté de tuer Maduro à l’aide de drones, au cours d’un défilé militaire à Caracas, mais sans succès.
Plus de dix ans avant ces intrigues, un groupe d’étudiants de l’opposition de droite fut sélectionné et formé par une académie de formation au changement de régime financée par les États-Unis pour renverser le gouvernement du Venezuela et rétablir l’ordre néolibéral.
Formation du groupe « ’exportez une révolution » qui a semé les graines de bon nombre de révolutions colorées.
Le 5 octobre 2005, la popularité de Chavez était à son apogée et son gouvernement planifiait des programmes socialistes de grande envergure, lorsque cinq « dirigeants étudiants » vénézuéliens sont arrivés à Belgrade, en Serbie, pour s’entraîner à l’insurrection.
Les étudiants arrivaient du Venezuela avec l’aimable autorisation du Center for Applied Non-Violent Action and Strategies, ou CANVAS. Ce groupe est financé en grande partie par le National Endowment for Democracy, une façade de la CIA qui fonctionne comme le principal bras du gouvernement américain pour promouvoir le changement de régime, et par des organismes comme l’International Republican Institute et le National Democratic Institute for International Affairs. Selon des courriels internes de Stratfor, une firme de renseignement connue sous le nom de « CIA fantôme« , « [CANVAS] a peut-être aussi reçu du financement et de la formation de la CIA pendant la lutte contre Milosevic en 1999/2000 ».
CANVAS est une extension d’Otpor, un groupe de protestation serbe fondé par Srdja Popovic en 1998 à l’Université de Belgrade. Otpor, qui signifie « résistance » en serbe, est le groupe d’étudiants qui a acquis une renommée internationale – et une promotion hollywoodienne – en mobilisant les protestations qui ont finalement renversé Slobodan Milosevic. Cette petite cellule de spécialistes du changement de régime fonctionnait selon les théories de feu Gene Sharp, le soi-disant « Clausewitz de la lutte non-violence ». Sharp avait travaillé avec un ancien analyste de la Defense Intelligence Agency, le colonel Robert Helvey, pour concevoir un plan stratégique qui faisait de la protestation une forme de guerre hybride, visant les États qui résistaient à la domination unipolaire de Washington.

Otpor au MTV Europe Music Awards de 1998
Otpor était soutenu par le National Endowment for Democracy, de l’USAID et du Sharp’s Albert Einstein Institute. Sinisa Sikman, l’un des principaux formateurs d’Otpor, a dit un jour que le groupe avait même reçu un financement direct de la CIA. Selon une fuite d’un courriel d’un employé de Stratfor, après avoir renversé Milosevic, « les enfants qui dirigeaient OTPOR ont grandi, ont reçu des costumes et conçu CANVAS… ou en d’autres termes un groupe « exportez une révolution » qui a semé les graines pour bon nombre de révolutions de couleur. Ils sont toujours dépendants du financement américain et font le tour du monde pour tenter de renverser les dictateurs et les gouvernements autocratiques (ceux que les États-Unis n’aiment pas) .
Stratfor a révélé que le CANVAS s’est « tourné vers le Venezuela » en 2005 après avoir formé des mouvements d’opposition qui ont mené des opérations de changement de régime pro-OTAN en Europe orientale.
Tout en surveillant le programme de formation CANVAS, Stratfor présenta son programme insurrectionnel dans un langage très brutal : « Le succès n’est nullement garanti et les mouvements d’étudiants ne sont qu’au début de ce qui pourrait être un effort de plusieurs années pour déclencher une révolution au Venezuela, mais les formateurs eux-mêmes sont les gens qui se sont fait les dents sur le  » Boucher des Balkans « , ils ont des compétences folles. Quand vous verrez des étudiants de cinq universités vénézuéliennes faire des manifestations simultanées, vous saurez que la formation est terminée et que le vrai travail a commencé. »
Naissance du cadre de changement de régime « Génération 2007 »
Le « vrai travail » commença deux ans plus tard, en 2007, lorsque Guaidó obtint son diplôme de l’Université catholique Andrés Bello de Caracas. Il s’installa à Washington DC pour s’inscrire au programme de gouvernance et de gestion politique de l’Université George Washington sous la direction de l’économiste vénézuélien Luis Enrique Berrizbeitia, l’un des meilleurs économistes néolibéraux d’Amérique latine. Berrizbeitia est un ancien directeur exécutif du Fonds Monétaire International qui a passé plus d’une décennie à travailler dans le secteur énergétique vénézuélien sous l’ancien régime oligarchique qui fut évincé par Chavez.
Cette année-là, Guaidó aida à diriger des rassemblements antigouvernementaux après que le gouvernement vénézuélien ait refusé de renouveler la licence de Radio Caracas Televisión (RCTV). Cette chaîne privée a joué un rôle clé dans le coup d’Etat de 2002 contre Hugo Chavez. RCTV a contribué à mobiliser des manifestants antigouvernementaux, a falsifié des informations accusant les partisans du gouvernement d’actes de violence perpétrés en réalité par des membres de l’opposition et a interdit les reportages pro-gouvernementaux dans le cadre du coup d’État. Le rôle de RCTV et d’autres stations appartenant à des oligarques dans l’échec de la tentative de coup d’État a été décrit dans le célèbre documentaire The Revolution Will Not Be Televised (La Révolution ne sera pas télévisée).
La même année, les étudiants revendiquèrent l’échec du référendum constitutionnel de Chavez pour un « socialisme du XXIe siècle » qui promettait « d’établir le cadre juridique de la réorganisation politique et sociale du pays, donnant un pouvoir direct aux communautés organisées comme condition préalable au développement d’un nouveau système économique« .
Les manifestations autour de RCTV et le référendum donnèrent naissance à un groupe spécialisé de militants pour le changement de régime, soutenus par les États-Unis. Ils se baptisèrent « Génération 2007 ».
Les formateurs de Stratfor et de CANVAS de cette cellule identifièrent l’allié de Guaidó – un organisateur de manifestations de rue nommé Yon Goicoechea – comme un « facteur clé » pour vaincre le référendum constitutionnel. L’année suivante, Goicochea fut récompensé pour ses efforts par le « Prix Milton Friedman pour l’Avancement de la Liberté » du Cato Institute , ainsi que par un prix de 500 000 $, qu’il a rapidement investi dans la création de son propre réseau politique Primero Justicia.
Friedman, bien sûr, était le parrain des fameux Chicago Boys néolibéraux qui ont été importés au Chili par le chef de la junte dictatoriale d’Augusto Pinochet pour mettre en œuvre des politiques d’austérité fiscale de type « doctrine du choc » radical. Et le Cato Institute est le groupe de réflexion libertarien basé à Washington DC, fondé par les frères Koch, deux des principaux donateurs du Parti républicain qui sont devenus des partisans fervents de la droite en Amérique latine.
Wikileaks publia en 2007 un courriel de l’ambassadeur américain au Venezuela, William Brownfield, envoyé au Département d’Etat, au Conseil de Sécurité Nationale et au Commandement Sud du Département de la Défense, louant « Génération 2007 » pour avoir « forcé le président vénézuélien, habitué à fixer l’agenda politique, à (trop) réagir« . Freddy Guevara et Yon Goicoechea figuraient parmi les « leaders émergents » identifiés. Il salua cette dernière figure comme « l’un des défenseurs les plus éloquents des libertés civiles des étudiants« .
Riche de l’argent des oligarques libertariens et des organisations de soft power du gouvernement américain, le cadre radical vénézuélien lança sa tactique Otpor dans la rue, ainsi qu’une version du logo du groupe, comme ci-dessous :
« Galvaniser l’agitation publique…. pour profiter de la situation et la retourner contre Chavez »
En 2009, les jeunes militants de Génération 2007 organisèrent leur manifestation la plus provocatrice à ce jour, baissant leur pantalon sur la voie publique et adoptant les tactiques à scandales du théâtre de guérilla décrites par Gene Sharp dans ses manuels de changement de régime. Les manifestants s’étaient mobilisés contre l’arrestation d’un allié d’un autre groupe de jeunes appelé JAVU. Ce groupe d’extrême droite « a recueilli des fonds auprès de diverses sources du gouvernement américain, ce qui lui a permis d’acquérir rapidement une notoriété en tant qu’aile dure des mouvements de rue de l’opposition« , selon le livre de l’universitaire George Ciccariello-Maher, Building the Commune.
Bien que la vidéo de la manifestation ne soit pas disponible, de nombreux Vénézuéliens identifiérent Guaidócomme l’un de ses principaux participants. Bien que l’allégation ne soit pas confirmée, elle est certainement plausible ; les manifestants aux fesses nues étaient membres du noyau interne de Génération 2007 auquel appartenait Guaidó, et étaient vêtus de leur marque déposée Resistencia ! Venezuela, comme on peut le voir ci-dessous :

C’est ça le trou du c… que Trump veut installer sur le fauteuil présidentiel ?
Cette année-là, Guaidó s’exposa au public d’une autre manière, en fondant un parti politique pour capter l’énergie anti-Chavez que sa Génération 2007 avait cultivée. Appelée Volunted Popular, elle était dirigée par Leopoldo López, militant enflammé de droite éduqué à Princeton, fortement impliqué dans les programmes du National Endowment for Democracy et élu maire d’un district de Caracas qui était l’un des plus riches du pays. Lopez était un symbole de l’aristocratie vénézuélienne, directement issue du premier président de son pays. Il est également le cousin germain de Thor Halvorssen, fondateur de Human Rights Foundation basée aux États-Unis, qui fait office de boutique publicitaire de facto pour les militants antigouvernementaux soutenus par les États-Unis dans les pays ciblés par Washington.
Bien que les intérêts de Lopez s’alignent parfaitement sur ceux de Washington, les câbles diplomatiques américains publiés par Wikileaks ont mis en évidence les tendances fanatiques qui conduiraient finalement à la marginalisation de Voluntad Popular. Un câble identifia Lopez comme « une figure qui divise l’opposition… souvent décrit comme arrogant, vindicatif et avide de pouvoir« . D’autres ont souligné son obsession pour les affrontements de rue et son « approche intransigeante » comme source de tension avec d’autres dirigeants de l’opposition qui privilégient l’unité et la participation aux institutions démocratiques du pays.
En 2010, Voluntad Popular et ses bailleurs de fonds étrangers décidèrent d’exploiter la pire sécheresse qui ait frappé le Venezuela depuis des décennies. Des pénuries massives d’électricité frappèrent le pays en raison de la pénurie d’eau nécessaire pour alimenter les centrales hydroélectriques. Une récession économique mondiale et la baisse des prix du pétrole aggravèrent la crise, alimentant le mécontentement du public.
Stratfor et CANVAS – les principaux conseillers de Guaidó et de son entourage antigouvernemental – conçurent un plan d’un cynisme choquant pour enfoncer une dague au cœur de la révolution bolivarienne. Le projet reposait sur un effondrement de 70 % du système électrique du pays dès avril 2010.
« Cela pourrait être l’événement décisif, car Chavez ne peut pas faire grand-chose pour protéger les pauvres de l’échec de ce système« , précisait la note interne de Stratfor. « Cela aurait probablement pour effet de galvaniser l’agitation publique d’une manière qu’aucun groupe d’opposition ne pourrait jamais espérer susciter. A ce moment-là, un groupe d’opposition aurait tout intérêt à profiter de la situation et la retourner contre Chavez et en leur faveur. »
À ce moment-là, l’opposition vénézuélienne recevait le montant faramineux de 40 à 50 millions de dollars par an d’organisations gouvernementales américaines comme USAID et le National Endowment for Democracy, selon un rapport du groupe de réflexion espagnol, l’Institut FRIDE. Elle disposait également d’une énorme richesse à puiser dans ses propres comptes, qui se trouvaient pour la plupart à l’étranger.
Lorsque le scénario envisagé par Statfor échoué, les militants de Voluntad Popular et leurs alliés renoncèrent à toute prétention de non-violence et établirent un plan radical pour déstabiliser le pays.

En novembre 2010, selon des courriels obtenus par les services de sécurité vénézuéliens et présentés par l’ancien ministre de la Justice Miguel Rodríguez Torres, Guaidó, Goicoechea et plusieurs autres étudiants activistes ont suivi une formation secrète de cinq jours à l’hôtel Fiesta Mexicana à Mexico City. Les sessions étaient animées par Otpor, les formateurs au changement de régime basés à Belgrade et soutenus par le gouvernement américain. La réunion aurait reçu la bénédiction d’Otto Reich, un exilé cubain fanatiquement anti-Castriste travaillant au département d’État de George W. Bush, et de l’ancien président colombien de droite Alvaro Uribe.
Selon les courriels, à l’hôtel Fiesta Mexicana, Guaidó et ses collègues activistes élaborèrent un plan pour renverser le président Hugo Chavez en créant le chaos par des sursauts prolongés de violence dans les rues.
Trois figures de proue de l’industrie pétrolière – Gustavo Torrar, Eligio Cedeño et Pedro Burelli – auraient couvert la note de 52 000 $ pour la réunion. Torrar est un « militant des droits de l’homme » et un « intellectuel » autoproclamé dont le jeune frère Reynaldo Tovar Arroyo est le représentant au Venezuela de la compagnie pétrolière et gazière privée mexicaine Petroquimica del Golfo, qui détient un contrat avec l’État vénézuélien.
Cedeño, pour sa part, est un homme d’affaires vénézuélien en fuite qui a demandé l’asile aux États-Unis, et Pedro Burelli, ancien dirigeant de JP Morgan et ancien directeur de la compagnie pétrolière nationale du Venezuela, Petroleum de Venezuela (PDVSA). Il a quitté PDVSA en 1998, lorsque Hugo Chavez prit le pouvoir, et fait partie du comité consultatif du programme de leadership sur l’Amérique latine de l’Université de Georgetown.
Burelli a insisté sur le fait que les courriels détaillant sa participation avaient étéfabriqués de toutes pièceset a même engagé un détective privé pour le prouver. L’enquêteur a déclaré que les archives de Google montraient que les courriels présumés être les siens n’avaient jamais été transmis.
Pourtant, aujourd’hui, Burelli ne cache pas son désir de voir l’actuel président vénézuélien, Nicolás Maduro, être destitué – et même traîné dans les rues et sodomisé à la baïonnette, comme le dirigeant libyen Moammar Kadhafi l’a été par des miliciens soutenus par l’OTAN.
Le présumé complot de la Fiesta Mexicana s’inscrivit dans un autre plan de déstabilisation révélé dans une série de documents produits par le gouvernement vénézuélien. En mai 2014, Caracas publia des documents détaillant un complot d’assassinat contre le président Nicolás Maduro. Les fuites permirent d’identifier Maria Corina Machado, basée à Miami, comme l’une des responsables du projet. Fervent partisane de la rhétorique extrême, Machado a servi de liaison internationale pour l’opposition, et a rendu visite au président George W. Bush en 2005.
« Je pense qu’il est temps de rassembler les efforts, de passer les appels nécessaires et d’obtenir le financement nécessaire pour anéantir Maduro et le reste s’effondrera « , a écrit Machado dans un courriel à Diego Arria, ancien diplomate vénézuélien, en 2014.
Dans un autre courriel, Machado affirma que le complot violent avait reçu la bénédiction de l’ambassadeur américain en Colombie, Kevin Whitaker. « J’ai déjà pris ma décision et ce combat se poursuivra jusqu’à ce que ce régime soit renversé et que nous le livrions à nos amis dans le monde. Si je me rends à San Cristobal et que je me présente à l’OEA, je ne crains rien. Kevin Whitaker a déjà reconfirmé son soutien et a indiqué les étapes à venir. Nous avons un carnet de chèque plus garni que celui du régime pour briser le cercle de la sécurité internationale. »
Guaidó se rend sur les barricades
En février de la même année, des étudiants manifestants agissant comme troupes de choc pour l’oligarchie en exil érigèrent des barricades à travers le pays, transformant des quartiers contrôlés par l’opposition en barrages violents appelées guarimbas. Alors que les médias internationaux dépeignaient le soulèvement comme une protestation spontanée contre la main de fer de Maduro, il y avait de nombreuses preuves que c’était Voluntad Popular qui tirait les ficelles.
« Aucun des manifestants dans les universités ne portait leur t-shirt universitaire, ils portaient tous des t-shirts de Voluntad Popular ou de Primero Justicia « , a déclaré un participantguarimba à l’époque. « C’était peut-être des groupes d’étudiants, mais les conseils étudiants sont affiliés aux partis politiques de l’opposition et ils sont responsables devant eux. »
Lorsqu’on lui a demandé qui étaient les meneurs, le participant guarimba a répondu : « Eh bien, si je suis tout à fait honnête, ces gars sont des députés maintenant« .
Environ 43 personnes ont été tuées pendant les guarimbas de 2014. Trois ans plus tard, les guarimbas ont éclaté à nouveau, causant la destruction massive des infrastructures publiques, le meurtre de partisans du gouvernement et la mort de 126 personnes, dont beaucoup étaient des chavistes. Dans plusieurs cas, des partisans du gouvernement ont été brûlés vifs par des bandes armées.
Guaidó était directement impliqué dans les guarimbas de 2014. En fait, il publia une vidéo sur Twitter le montrant vêtu d’un casque et d’un masque à gaz, entouré d’éléments masqués et armés qui avaient fermé une autoroute et se préparaient à engager un affrontement violent avec la police. Faisant allusion à sa participation à Génération 2007, il proclama :  » Je me souviens qu’en 2007, nous avons proclamé : « Étudiants ! » Maintenant, nous crions : « Résistance ! « Résistance ! »
Guaidó a supprimé le tweet, démontrant ainsi son souci de soigner son image de champion de la démocratie.
Le 12 février 2014, au plus fort des guarimbas de cette année-là, Guaidó rejoignit Lopez sur scène lors d’un rassemblement de Voluntad Popular et de Primero Justicia. Au cours d’une longue diatribe contre le gouvernement, Lopez exhorta la foule à marcher vers le bureau de la procureure générale Luisa Ortega Diaz. Peu après, le bureau de Diaz fut attaqué par des gangs armés qui tentèrent de le réduire en cendres. Elle a dénoncé ce qu’elle a appelé « la violence planifiée et préméditée« .
Lors d’une apparition télévisée en 2016, Guaidó qualifia de « mythe » les morts causées par les guayas – une tactique de guarimba qui consiste à tendre un fil d’acier à travers la route pour blesser ou tuer des motocyclistes. Ses commentaires avaient pour but d’étouffer une tactique meurtrière qui avait tué des civils désarmés comme Santiago Pedroza et décapité un homme nommé Elvis Durán, parmi tant d’autres.
Aux yeux d’une grande partie de la population, y compris de nombreux opposants à Maduro, ce mépris impitoyable pour la vie humaine définira son parti Voluntad Popular
La répression contre Voluntad Popular
Avec l’escalade de la violence et de la polarisation politique dans tout le pays, le gouvernement commença à agir contre les dirigeants de Voluntad Popular qui avaient contribué à l’alimenter.
Freddy Guevara, vice-président de l’Assemblée nationale et commandant en second de Voluntad Popular, fut l’un des principaux dirigeants des émeutes de 2017. Confronté à un procès pour son rôle dans les violences, Guevara se réfugia à l’ambassade du Chili, où il demeure.
Lester Toledo, député de Voluntad Popular de l’État de Zulia, fut recherché par le gouvernement vénézuélien en septembre 2016 pour financement du terrorisme et complot d’assassinats. Les plans auraient été élaborés avec l’ancien président colombien Álavaro Uribe. Tolède s’enfuit du Venezuela et a participé à plusieurs tournées de conférences avec Human Rights Watch, et Freedom House soutenue par le gouvernement américain, le Congrès espagnol et le Parlement européen.
Carlos Graffe, un autre membre de la Génération 2007 formé par Otpor qui a dirigé Voluntad Popular, fut arrêté en juillet 2017. Selon la police, il était en possession d’un sac rempli de clous, d’explosifs C4 et d’un détonateur. Il fut libéré le 27 décembre 2017.
Leopoldo Lopez, le dirigeant de longue date de Voluntad Popular, est aujourd’hui assigné à résidence, accusé d’avoir joué un rôle clé dans la mort de 13 personnes pendant les guarimbas de 2014. Amnesty International fit l’éloge de Lopez en le qualifiant de « prisonnier d’opinion » et jugea « insuffisant » son transfert de la prison à sa maison. Pendant ce temps, les membres de la famille des victimes du guarimbaprésentaient une pétition pour que d’autres accusations soient portées contre Lopez.
Yon Goicoechea, le coqueluche des frères Koch et fondateur de Primero Justicia, soutenu par les États-Unis, fut arrêté en 2016 par les forces de sécurité qui affirmaient avoir trouvé un kilo d’explosifs dans son véhicule. Dans un éditorial du New York Times, Goicoechea protesta contre les accusations, déclarant qu’elles étaient « fausses » et affirma qu’il avait été emprisonné simplement pour son « rêve d’une société démocratique, libéré du communisme« . Il fut libéré en novembre 2017.
David Smolansky, également membre de Génération 2007 formée par Otpor, devint le plus jeune maire du Venezuela lorsqu’il fut élu en 2013 dans la banlieue riche d’El Hatillo. Mais il fut démis de ses fonctions et condamné à 15 mois de prison par la Cour Suprême, qui le déclara coupable d’avoir animé les violentes guarimbas.
Craignant son arrestation, Smolansky se rasa la barbe, se mit des lunettes de soleil et s’enfuit au Brésildéguisé en prêtre avec une bible à la main et un chapelet autour du cou. Il vit maintenant à Washington, DC, où il fut choisi par le secrétaire de l’Organisation des États américains Luis Almagro pour diriger le groupe de travail sur la crise des migrants et réfugiés vénézuéliens.
Le 26 juillet dernier, Smolansky a tenu ce qu’il a appelé une « réunion cordiale » avec Elliot Abrams, le criminel de l’affaire Iran-Contra nommé par Trump comme envoyé spécial des États-Unis au Venezuela. Abrams est connu pour avoir supervisé la politique secrète américaine d’armement des escadrons de la mort dans les années 1980 au Nicaragua, en El Salvador et au Guatemala. Son rôle clé dans le coup d’État vénézuélien alimente les craintes qu’une autre guerre sanglante par procuration ne se prépare.
Quatre jours plus tôt, Machado avait lancé une nouvelle menace contre Maduro, déclarant que s’il «  veut sauver sa vie, il devrait comprendre que son temps est écoulé « .
Un pion dans leur jeu
L’effondrement de la Voluntad Popular, sous le poids de la violente campagne de déstabilisation, a aliéné une grande partie de l’opinion publique et conduit à l’exil ou à la détention une bonne partie de sa direction. M. Guaidó est resté un personnage relativement mineur, ayant passé la majeure partie de sa carrière de neuf ans à l’Assemblée nationale en tant que député suppléant. Originaire de l’un des États les moins peuplés du Venezuela, Guaidó est arrivé deuxième lors des élections législatives de 2015, avec seulement 26 % des suffrages exprimés il obtint un siège à l’Assemblée nationale. Apparemment, ses fesses étaient plus connues que son visage.
Guaidó est connu comme le président de l’Assemblée nationale dominée par l’opposition, mais il n’a jamais été élu à ce poste. Les quatre partis d’opposition qui composent la Table pour l’unité démocratique (MUD) de l’Assemblée ont décidé d’établir une présidence tournante. Le tour de Voluntad Popular s’approchait, mais son fondateur, Lopez, était assigné à résidence. Pendant ce temps, son second responsable, Guevara, s’était réfugié à l’ambassade du Chili. Un personnage nommé Juan Andrés Mejía aurait du être le suivant, mais pour des raisons encore obscures, c’est Juan Guaido qui fut choisi.
« Il y a un raisonnement de classe qui explique l’ascension de Guaidó« , observe Sequera, l’analyste vénézuélien. « Mejía est de la haute société, a étudié dans l’une des universités privées les plus chères du Venezuela, et n’était pas facile à vendre à l’opinion publique, à la différence de Guaidó. D’autre part, Guaidó a des traits métis, comme la plupart des Vénézuéliens, et ressemble davantage à un homme du peuple. Aussi, il n’a pas été surexposé dans les médias, et peut donc être présenté comme à peu près n’importe quoi. »
En décembre 2018, Guaidó se faufila de l’autre côté de la frontière et se rendit à Washington, en Colombie et au Brésil pour coordonner le plan visant à organiser des manifestations de masse pendant l’investiture du président Maduro. La veille de la cérémonie d’assermentation de Maduro, le vice-président Mike Pence et la ministre canadienne des Affaires étrangères Chrystia Freeland appelèrent Guaidó pour affirmer leur appui.
Une semaine plus tard, le sénateur Marco Rubio, le sénateur Rick Scott et le représentant Mario Diaz-Balart – tous des élus de la Floride et du lobby des exilés cubains de droite – rejoignirent le président Trump et le vice-président Pence à la Maison Blanche. À leur demande, Trump accepta de soutenir Guaidó si ce dernier se déclarait président.
Selon le Wall Street Journal, le secrétaire d’État Mike Pompeo rencontra personnellement M. Guaidó le 10 janvier. Cependant, Pompeo fut incapable de prononcer le nom de Guaidó lorsqu’il le mentionna lors d’une conférence de presse le 25 janvier, en l’appelant « Juan Guido ».
Le 11 janvier, la page Wikipédia de Guaidó avait été modifiée 37 fois, soulignant les efforts déployés pour façonner l’image d’un personnage autrefois anonyme qui était désormais le représentant des ambitions de Washington pour le pays. Finalement, le contrôle éditorial de sa page fut confié au conseil d’élite des « bibliothécaires » de Wikipedia qui le qualifia de président « contesté » du Venezuela.
Guaidó était peut-être un personnage obscur, mais sa combinaison de radicalisme et d’opportunisme convient bien à Washington. « Il manquait cette pièce« , a dit l’administration Trump à propos de Guaidó. « Il était l’élément dont nous avions besoin pour que notre stratégie soit cohérente et complète. »
« Pour la première fois, a dit Brownfield, l’ancien ambassadeur des États-Unis au Venezuela, dans le New York Times, vous avez un chef de l’opposition qui signale clairement aux forces armées et aux forces de l’ordre qu’il veut les garder du côté des bons et des gentils « .
Mais le parti Voluntad Popular de Guaidó a formé les troupes de choc des guarimbas qui ont causé la mort de policiers et de citoyens ordinaires. Il s’est même vanté d’avoir participé à des émeutes. Et maintenant, pour gagner les cœurs et les esprits des militaires et de la police, Guaido doit effacer ce passé sanglant.
Le 21 janvier, un jour avant le début du coup d’Etat, la femme de Guaidó prononça une allocution vidéoappelant les militaires à se soulever contre Maduro. Sa performance fut terne et sans inspiration, soulignant les perspectives politiques limitées de son mari.
Quatre jours plus tard, lors d’une conférence de presse devant ses partisans, Guaidó annonça sa solution à la crise : « Autorisez une intervention humanitaire ! »
Alors qu’il attend une aide directe, Guaidó reste ce qu’il a toujours été : un pion de choix de forces extérieures cyniques. « Peu importe qu’il s’écrase et brûle après toutes ces mésaventures« , déclara Sequera au sujet de la figure de proue du coup d’état. « Pour les Américains, il est sacrifiable. »

The Making of Juan Guaidó: How The US Regime Change Laboratory Created Venezuela's Coup Leader
Juan Guaidó is the product of a decade-long project overseen by Washington’s elite regime change trainers. While posing as a champion of democracy, he has spent years at the forefront of a violent campaign of destabilization.

Before the fateful day of January 22, fewer than one in five Venezuelans had heard of Juan Guaidó. Only a few months ago, the 35-year-old was an obscure character in a politically marginal far-right group closely associated with gruesome acts of street violence. Even in his own party, Guaidó had been a mid-level figure in the opposition-dominated National Assembly, which is now held under contempt according to Venezuela’s constitution.
But after a single phone call from from US Vice President Mike Pence, Guaidó proclaimed himself president of Venezuela. Anointed as the leader of his country by Washington, a previously unknown political bottom-dweller was vaulted onto the international stage as the US-selected leader of the nation with the world’s largest oil reserves.
Echoing the Washington consensus, the New York Times editorial board hailed Guaidó as a “credible rival” to Maduro with a “refreshing style and vision of taking the country forward.” The Bloomberg News editorial board applauded him for seeking “restoration of democracy” and the Wall Street Journal declared him “a new democratic leader.” Meanwhile, Canada, numerous European nations, Israel, and the bloc of right-wing Latin American governments known as the Lima Group recognized Guaidó as the legitimate leader of Venezuela.
While Guaidó seemed to have materialized out of nowhere, he was, in fact, the product of more than a decade of assiduous grooming by the US government’s elite regime change factories. Alongside a cadre of right-wing student activists, Guaidó was cultivated to undermine Venezuela’s socialist-oriented government, destabilize the country, and one day seize power. Though he has been a minor figure in Venezuelan politics, he had spent years quietly demonstrated his worthiness in Washington’s halls of power.
“Juan Guaidó is a character that has been created for this circumstance,” Marco Teruggi, an Argentinian sociologist and leading chronicler of Venezuelan politics, told The Grayzone. “It’s the logic of a laboratory – Guaidó is like a mixture of several elements that create a character who, in all honesty, oscillates between laughable and worrying.”
Diego Sequera, a Venezuelan journalist and writer for the investigative outlet Misión Verdad, agreed: “Guaidó is more popular outside Venezuela than inside, especially in the elite Ivy League and Washington circles,” Sequera remarked to The Grayzone, “He’s a known character there, is predictably right-wing, and is considered loyal to the program.”
While Guaidó is today sold as the face of democratic restoration, he spent his career in the most violent faction of Venezuela’s most radical opposition party, positioning himself at the forefront of one destabilization campaign after another. His party has been widely discredited inside Venezuela, and is held partly responsible for fragmenting a badly weakened opposition.
“‘These radical leaders have no more than 20 percent in opinion polls,” wrote Luis Vicente León, Venezuela’s leading pollster. According to León, Guaidó’s party remains isolated because the majority of the population “does not want war. ‘What they want is a solution.’”
But this is precisely why Guaidó was selected by Washington: He is not expected to lead Venezuela toward democracy, but to collapse a country that for the past two decades has been a bulwark of resistance to US hegemony. His unlikely rise signals the culmination of a two decades-long project to destroy a robust socialist experiment. 

Targeting the “troika of tyranny”
Since the 1998 election of Hugo Chávez, the United States has fought to restore control over Venezuela and is vast oil reserves. Chávez’s socialist programs may have redistributed the country’s wealth and helped lift millions out of poverty, but they also earned him a target on his back.
In 2002, Venezuela’s right-wing opposition briefly ousted Chávez with US support and recognition, before the military restored his presidency following a mass popular mobilization. Throughout the administrations of US Presidents George W. Bush and Barack Obama, Chávez survived numerous assassination plots, before succumbing to cancer in 2013. His successor, Nicolas Maduro, has survived three attempts on his life.
The Trump administration immediately elevated Venezuela to the top of Washington’s regime change target list, branding it the leader of a “troika of tyranny.” Last year, Trump’s national security team attempted to recruit members of the military brass to mount a military junta, but that effort failed.
According to the Venezuelan government, the US was also involved in a plot, codenamed Operation Constitution, to capture Maduro at the Miraflores presidential palace; and another, called Operation Armageddon, to assassinate him at a military parade in July 2017. Just over a year later, exiled opposition leaders tried and failed to kill Maduro with drone bombs during a military parade in Caracas.
More than a decade before these intrigues, a group of right-wing opposition students were hand-selected and groomed by an elite US-funded regime change training academy to topple Venezuela’s government and restore the neoliberal order. 

Training from the “‘export-a-revolution’ group that sowed the seeds for a NUMBER of color revolutions”
On October 5, 2005, with Chávez’s popularity at its peak and his government planning sweeping socialist programs, five Venezuelan “student leaders” arrived in Belgrade, Serbia to begin training for an insurrection.
The students had arrived from Venezuela courtesy of the Center for Applied Non-Violent Action and Strategies, or CANVAS. This group is funded largely through the National Endowment for Democracy, a CIA cut-out that functions as the US government’s main arm of promoting regime change; and offshoots like the International Republican Institute and the National Democratic Institute for International Affairs. According to leaked internal emails from Stratfor, an intelligence firm known as the “shadow CIA,” CANVAS “may have also received CIA funding and training during the 1999/2000 anti-Milosevic struggle.”
CANVAS is a spinoff of Otpor, a Serbian protest group founded by Srdja Popovic in 1998 at the University of Belgrade. Otpor, which means “resistance” in Serbian, was the student group that gained international fame — and Hollywood-level promotion — by mobilizing the protests that eventually toppled Slobodan Milosevic.
This small cell of regime change specialists was operating according to the theories of the late Gene Sharp, the so-called “Clausewitz of non-violent struggle.” Sharp had worked with a former Defense Intelligence Agency analyst, Col. Robert Helvey, to conceive a strategic blueprint that weaponized protest as a form of hybrid warfare, aiming it at states that resisted Washington’s unipolar domination.

Otpor was supported by the National Endowment for Democracy, USAID, and Sharp’s Albert Einstein Institute. Sinisa Sikman, one of Otpor’s main trainers, once said the group even received direct CIA funding.
According to a leaked email from a Stratfor staffer, after running Milosevic out of power, “the kids who ran OTPOR grew up, got suits and designed CANVAS… or in other words a ‘export-a-revolution’ group that sowed the seeds for a NUMBER of color revolutions. They are still hooked into U.S. funding and basically go around the world trying to topple dictators and autocratic governments (ones that U.S. does not like ;).”
Stratfor revealed that CANVAS “turned its attention to Venezuela” in 2005, after training opposition movements that led pro-NATO regime change operations across Eastern Europe.
While monitoring the CANVAS training program, Stratfor outlined its insurrectionist agenda in strikingly blunt language: “Success is by no means guaranteed, and student movements are only at the beginning of what could be a years-long effort to trigger a revolution in Venezuela, but the trainers themselves are the people who cut their teeth on the ‘Butcher of the Balkans.’ They’ve got mad skills. When you see students at five Venezuelan universities hold simultaneous demonstrations, you will know that the training is over and the real work has begun.” 

Birthing the “Generation 2007” regime change cadre
The “real work” began two years later, in 2007, when Guaidó graduated from Andrés Bello Catholic University of Caracas. He moved to Washington, DC to enroll in the Governance and Political Management Program at George Washington University, under the tutelage of Venezuelan economist Luis Enrique Berrizbeitia, one of the top Latin American neoliberal economists. Berrizbeitia is a former executive director of the International Monetary Fund (IMF) who spent more than a decade working in the Venezuelan energy sector, under the old oligarchic regime that was ousted by Chávez.
That year, Guaidó helped lead anti-government rallies after the Venezuelan government declined to to renew the license of Radio Caracas Televisión (RCTV). This privately owned station played a leading role in the 2002 coup against Hugo Chávez. RCTV helped mobilize anti-government demonstrators, falsified information blaming government supporters for acts of violence carried out by opposition members, and banned pro-government reporting amid the coup. The role of RCTV and other oligarch-owned stations in driving the failed coup attempt was chronicled in the acclaimed documentary The Revolution Will Not Be Televised.
That same year, the students claimed credit for stymying Chavez’s constitutional referendum for a “21st century socialism” that promised “to set the legal framework for the political and social reorganization of the country, giving direct power to organized communities as a prerequisite for the development of a new economic system.”
From the protests around RCTV and the referendum, a specialized cadre of US-backed class of regime change activists was born. They called themselves “Generation 2007.”
The Stratfor and CANVAS trainers of this cell identified Guaidó’s ally – a libertarian political organizer named Yon Goicoechea – as a “key factor” in defeating the constitutional referendum. The following year, Goicochea was rewarded for his efforts with the Cato Institute’s Milton Friedman Prize for Advancing Liberty, along with a $500,000 prize, which he promptly invested into his political network.



Friedman, of course, was the godfather of the notorious neoliberal Chicago Boys who were imported into Chile by dictatorial junta leader Augusto Pinochet to implement policies of radical “shock doctrine”-style fiscal austerity. And the Cato Institute is the libertarian Washington DC-based think tank founded by the Koch Brothers, two top Republican Party donors who have become aggressive supporters of the right-wing across Latin America.
Wikileaks published a 2007 email from American ambassador to Venezuela William Brownfield sent to the State Department, National Security Council and Department of Defense Southern Command praising “Generation of ’07” for having “forced the Venezuelan president, accustomed to setting the political agenda, to (over)react.” Among the “emerging leaders” Brownfield identified were Freddy Guevara and Yon Goicoechea. He applauded the latter figure as “one of the students’ most articulate defenders of civil liberties.”
Flush with cash from libertarian oligarchs and US government soft power outfits, the radical Venezuelan cadre took their Otpor tactics to the streets, along with a version of the group’s logo, as seen below:


“Galvanizing public unrest…to take advantage of the situation and spin it against Chavez”
In 2009, the Generation 2007 youth activists staged their most provocative demonstration yet, dropping their pants on public roads and aping the outrageous guerrilla theater tactics outlined by Gene Sharp in his regime change manuals. The protesters had mobilized against the arrest of an ally from another newfangled youth group called JAVU. This far-right group “gathered funds from a variety of US government sources, which allowed it to gain notoriety quickly as the hardline wing of opposition street movements,” according to academic George Ciccariello-Maher’s book, “Building the Commune.”
While video of the protest is not available, many Venezuelans have identified Guaidó as one of its key participants. While the allegation is unconfirmed, it is certainly plausible; the bare-buttocks protesters were members of the Generation 2007 inner core that Guaidó belonged to, and were clad in their trademark Resistencia! Venezuela t-shirts, as seen below:

That year, Guaidó exposed himself to the public in another way, founding a political party to capture the anti-Chavez energy his Generation 2007 had cultivated. Called Popular Will, it was led by Leopoldo López, a Princeton-educated right-wing firebrand heavily involved in National Endowment for Democracy programs and elected as the mayor of a district in Caracas that was one of the wealthiest in the country. Lopez was a portrait of Venezuelan aristocracy, directly descended from his country’s first president. He was also the first cousin of Thor Halvorssen, founder of the US-based Human Rights Foundation that functions as a de facto publicity shop for US-backed anti-government activists in countries targeted by Washington for regime change.
Though Lopez’s interests aligned neatly with Washington’s, US diplomatic cables published by Wikileaks highlighted the fanatical tendencies that would ultimately lead to Popular Will’s marginalization. One cable identified Lopez as “a divisive figure within the opposition… often described as arrogant, vindictive, and power-hungry.” Others highlighted his obsession with street confrontations and his “uncompromising approach” as a source of tension with other opposition leaders who prioritized unity and participation in the country’s democratic institutions.

By 2010, Popular Will and its foreign backers moved to exploit the worst drought to hit Venezuela in decades. Massive electricity shortages had struck the country due the dearth of water, which was needed to power hydroelectric plants. A global economic recession and declining oil prices compounded the crisis, driving public discontentment.
Stratfor and CANVAS – key advisors of Guaidó and his anti-government cadre – devised a shockingly cynical plan to drive a dagger through the heart of the Bolivarian revolution. The scheme hinged on a 70% collapse of the country’s electrical system by as early as April 2010.
“This could be the watershed event, as there is little that Chavez can do to protect the poor from the failure of that system,” the Stratfor internal memo declared. “This would likely have the impact of galvanizing public unrest in a way that no opposition group could ever hope to generate. At that point in time, an opposition group would be best served to take advantage of the situation and spin it against Chavez and towards their needs.”
By this point, the Venezuelan opposition was receiving a staggering $40-50 million a year from US government organizations like USAID and the National Endowment for Democracy, according to a report by the Spanish think tank, the FRIDE Institute. It also had massive wealth to draw on from its own accounts, which were mostly outside the country.
While the scenario envisioned by Statfor did not come to fruition, the Popular Will party activists and their allies cast aside any pretense of non-violence and joined a radical plan to destabilize the country. 

Towards violent destabilization
In November, 2010, according to emails obtained by Venezuelan security services and presented by former Justice Minister Miguel Rodríguez Torres, Guaidó, Goicoechea, and several other student activists attended a secret five-day training at a hotel dubbed “Fiesta Mexicana” hotel in Mexico. The sessions were run by Otpor, the Belgrade-based regime change trainers backed by the US government. The meeting had reportedly received the blessing of Otto Reich, a fanatically anti-Castro Cuban exile working in George W. Bush’s Department of State, and the right-wing former Colombian President Alvaro Uribe.
Inside the meetings, the emails stated, Guaidó and his fellow activists hatched a plan to overthrow President Hugo Chavez by generating chaos through protracted spasms of street violence.
Three petroleum industry figureheads – Gustavo Torrar, Eligio Cedeño and Pedro Burelli – allegedly covered the $52,000 tab to hold the meeting. Torrar is a self-described “human rights activist” and “intellectual” whose younger brother Reynaldo Tovar Arroyo is the representative in Venezuela of the private Mexican oil and gas company Petroquimica del Golfo, which holds a contract with the Venezuelan state.
Cedeño, for his part, is a fugitive Venezuelan businessman who claimed asylum in the United States, and Pedro Burelli a former JP Morgan executive and the former director of Venezuela’s national oil company, Petroleum of Venezuela (PDVSA). He left PDVSA in 1998 as Hugo Chavez took power and is on the advisory committee of Georgetown University’s Latin America Leadership Program.
Burelli insisted that the emails detailing his participation had been fabricated and even hired a private investigator to prove it. The investigator declared that Google’s records showed the emails alleged to be his were never transmitted.
Yet today Burelli makes no secret of his desire to see Venezuela’s current president, Nicolás Maduro, deposed – and even dragged through the streets and sodomized with a bayonet, as Libyan leader Moammar Qaddafi was by NATO-backed militiamen.


Update: Burelli contacted the Grayzone after the publication of this article to clarify his participation in the “Fiesta Mexicana” plot. 
Burelli called the meeting “a legitimate activity that took place in a hotel by a different name” in Mexico.
Asked if OTPOR coordinated the meeting, he would only state that he “likes” the work of OTPOR/CANVAS and while not a funder of it, has “recommended activists from different countries to track them and participate in the activities they conduct in various countries.”
Burelli added: “The Einstein Institute trained thousands openly in Venezuela. Gene Sharpe’s philosophy was widely studied and embraced. And this has probably kept the struggle from turning into a civil war.”
The alleged Fiesta Mexicana plot flowed into another destabilization plan revealed in a series of documents produced by the Venezuelan government. In May 2014, Caracas released documents detailing an assassination plot against President Nicolás Maduro. The leaks identified the anti-Chavez hardliner Maria Corina Machado – today the main asset of Sen. Marco Rubio – as a leader of the scheme. The founder of the National Endowment for Democracy-funded group, Sumate, Machado has functioned as an international liaison for the opposition, visiting President George W. Bush in 2005.

“I think it is time to gather efforts; make the necessary calls, and obtain financing to annihilate Maduro and the rest will fall apart,” Machado wrote in an email to former Venezuelan diplomat Diego Arria in 2014.
In another email, Machado claimed that the violent plot had the blessing of US Ambassador to Colombia, Kevin Whitaker. “I have already made up my mind and this fight will continue until this regime is overthrown and we deliver to our friends in the world. If I went to San Cristobal and exposed myself before the OAS, I fear nothing. Kevin Whitaker has already reconfirmed his support and he pointed out the new steps. We have a checkbook stronger than the regime’s to break the international security ring.” 

Guaidó heads to the barricades
That February, student demonstrators acting as shock troops for the exiled oligarchy erected violent barricades across the country, turning opposition-controlled quarters into violent fortresses known as guarimbas. While international media portrayed the upheaval as a spontaneous protest against Maduro’s iron-fisted rule, there was ample evidence that Popular Will was orchestrating the show.
None of the protesters at the universities wore their university t-shirts, they all wore Popular Will or Justice First t-shirts,” a guarimba participant said at the time. “They might have been student groups, but the student councils are affiliated to the political opposition parties and they are accountable to them.”
Asked who the ringleaders were, the guarimba participant said, “Well if I am totally honest, those guys are legislators now.”
Around 43 were killed during the 2014 guarimbas. Three years later, they erupted again, causing mass destruction of public infrastructure, the murder of government supporters, and the deaths of 126 people, many of whom were Chavistas. In several cases, supporters of the government were burned alive by armed gangs.
Guaidó was directly involved in the 2014 guarimbas. In fact, he tweeted video showing himself clad in a helmet and gas mask, surrounded by masked and armed elements that had shut down a highway that were engaging in a violent clash with the police. Alluding to his participation in Generation 2007, he proclaimed, “I remember in 2007, we proclaimed, ‘Students!’ Now, we shout, ‘Resistance! Resistance!'” 
Guaidó has deleted the tweet, demonstrating apparent concern for his image as a champion of democracy.






























On February 12, 2014, during the height of that year’s guarimbas, Guaidó joined Lopez on stage at a rally of Popular Will and Justice First. During a lengthy diatribe against the government, Lopez urged the crowd to march to the office of Attorney General Luisa Ortega Diaz. Soon after, Diaz’s office came under attack by armed gangs who attempted to burn it to the ground. She denounced what she called “planned and premeditated violence.”

In an televised appearance in 2016, Guaidó dismissed deaths resulting from guayas – a guarimba tactic involving stretching steel wire across a roadway in order to injure or kill motorcyclists – as a “myth.” His comments whitewashed a deadly tactic that had killed unarmed civilians like Santiago Pedroza and decapitated a man named Elvis Durán, among many others.
This callous disregard for human life would define his Popular Will party in the eyes of much of the public, including many opponents of Maduro. 

Cracking down on Popular Will 
As violence and political polarization escalated across the country, the government began to act against the Popular Will leaders who helped stoke it.
Freddy Guevara, the National Assembly Vice-President and second in command of Popular Will, was a principal leader in the 2017 street riots. Facing a trial for his role in the violence, Guevara took shelter in the Chilean embassy, where he remains.
Lester Toledo, a Popular Will legislator from the state of Zulia, was wanted by Venezuelan government in September 2016 on charges of financing terrorism and plotting assassinations. The plans were said to be made with former Colombian President Álavaro Uribe. Toledo escaped Venezuela and went on several speaking tours with Human Rights Watch, the US government-backed Freedom House, the Spanish Congress and European Parliament.
Carlos Graffe, another Otpor-trained Generation 2007 member who led Popular Will, was arrested in July 2017. According to police, he was in possession of a bag filled with nails, C4 explosives and a detonator. He was released on December 27, 2017.
Leopoldo Lopez, the longtime Popular Will leader, is today under house arrest, accused of a key role in deaths of 13 people during the guarimbas in 2014. Amnesty International lauded Lopez as a “prisoner of conscience” and slammed his transfer from prison to house as “not good enough.” Meanwhile, family members of guarimba victims introduced a petition for more charges against Lopez.
Yon Goicoechea, the Koch Brothers posterboy, was arrested in 2016 by security forces who claimed they found found a kilo of explosives in his vehicle. In a New York Times op-ed, Goicoechea protested the charges as “trumped-up” and claimed he had been imprisoned simply for his “dream of a democratic society, free of Communism.” He was freed in November 2017.




David Smolansky, also a member of the original Otpor-trained Generation 2007, became Venezuela’s youngest-ever mayor when he was elected in 2013 in the affluent suburb of El Hatillo. But he was stripped of his position and sentenced to 15 months in prison by the Supreme Court after it found him culpable of stirring the violent guarimbas.  
Facing arrest, Smolansky shaved his beard, donned sunglasses and slipped into Brazil disguised as a priest with a bible in hand and rosary around his neck. He now lives in Washington, DC, where he was hand picked by Secretary of the Organization of American States Luis Almagro to lead the working group on the Venezuelan migrant and refugee crisis.
This July 26, Smolansky held what he called a “cordial reunion” with Elliot Abrams, the convicted Iran-Contra felon installed by Trump as special US envoy to Venezuela. Abrams is notorious for overseeing the US covert policy of arming right-wing death squads during the 1980’s in Nicaragua, El Salvador, and Guatemala. His lead role in the Venezuelan coup has stoked fears that another blood-drenched proxy war might be on the way.



Four days earlier, Machado rumbled another violent threat against Maduro, declaring that if he “wants to save his life, he should understand that his time is up.” 

A pawn in their game
The collapse of Popular Will under the weight of the violent campaign of destabilization it ran alienated large sectors of the public and wound much of its leadership up in exile or in custody. Guaidó had remained a relatively minor figure, having spent most of his nine-year career in the National Assembly as an alternate deputy. Hailing from one of Venezuela’s least populous states, Guaidó came in second place during the 2015 parliamentary elections, winning just 26% of votes cast in order to secure his place in the National Assembly. Indeed, his bottom may have been better known than his face.
Guaidó is known as the president of the opposition-dominated National Assembly, but he was never elected to the position. The four opposition parties that comprised the Assembly’s Democratic Unity Table had decided to establish a rotating presidency. Popular Will’s turn was on the way, but its founder, Lopez, was under house arrest. Meanwhile, his second-in-charge, Guevara, had taken refuge in the Chilean embassy. A figure named Juan Andrés Mejía would have been next in line but reasons that are only now clear, Juan Guaido was selected.   
“There is a class reasoning that explains Guaidó’s rise,” Sequera, the Venezuelan analyst, observed. “Mejía is high class, studied at one of the most expensive private universities in Venezuela, and could not be easily marketed to the public the way Guaidó could. For one, Guaidó has common mestizo features like most Venezuelans do, and seems like more like a man of the people. Also, he had not been overexposed in the media, so he could be built up into pretty much anything.”
In December 2018, Guaidó sneaked across the border and junketed to Washington, Colombia and Brazil to coordinate the plan to hold mass demonstrations during the inauguration of President Maduro. The night before Maduro’s swearing-in ceremony, both Vice President Mike Pence and Canadian Foreign Minister Chrystia Freeland called Guaidó to affirm their support.
A week later, Sen. Marco Rubio, Sen. Rick Scott and Rep. Mario Diaz-Balart – all lawmakers from the Florida base of the right-wing Cuban exile lobby – joined President Trump and Vice President Pence at the White House. At their request, Trump agreed that if Guaidó declared himself president, he would back him.
Secretary of State Mike Pompeo met personally withGuaidó on January 10, according to the Wall Street Journal. However, Pompeo could not pronounce Guaidó’s name when he mentioned him in a press briefing on January 25, referring to him as “Juan Guido.”



By January 11, Guaidó’s Wikipedia page had been edited 37 times, highlighting the struggle to shape the image of a previously anonymous figure who was now a tableau for Washington’s regime change ambitions. In the end, editorial oversight of his page was handed over to Wikipedia’s elite council of “librarians,” who pronounced him the “contested” president of Venezuela.
Guaidó might have been an obscure figure, but his combination of radicalism and opportunism satisfied Washington’s needs. “That internal piece was missing,” a Trump administration said of Guaidó. “He was the piece we needed for our strategy to be coherent and complete.”
“For the first time,” Brownfield, the former American ambassador to Venezuela, gushed to the New York Times, “you have an opposition leader who is clearly signaling to the armed forces and to law enforcement that he wants to keep them on the side of the angels and with the good guys.”
But Guaidó’s Popular Will party formed the shock troops of the guarimbas that caused the deaths of police officers and common citizens alike. He had even boasted of his own participation in street riots. And now, to win the hearts and minds of the military and police, Guaido had to erase this blood-soaked history.
On January 21, a day before the coup began in earnest, Guaidó’s wife delivered a video address calling on the military to rise up against Maduro. Her performance was wooden and uninspiring, underscoring her husband’s political limits.
While Guaidó waits on direct assistance, he remains what he has always been – a pet project of cynical outside forces. “It doesn’t matter if he crashes and burns after all these misadventures,” Sequera said of the coup figurehead. “To the Americans, he is expendable.”

Un document interne du gouvernement révèle des tactiques de « guerre économique » et d’ »armes financières » que les Etats-Unis utilisent contre le Venezuela au nom de la « promotion du capitalisme ».
Le Venezuela a souffert d’une crise économique ces dernières années, et alors que le gouvernement américain et les médias commerciaux ont blâmé cette situation difficile uniquement sur le parti socialiste au pouvoir, des documents internes du gouvernement américain reconnaissent que Washington a utilisé ce qu’il décrit clairement comme des « armes financières » pour mener une « guerre économique » contre cette nation sud-américaine riche en pétrole.
L’aveu discret confirme ce que le gouvernement de Caracas répète depuis des années : Les États-Unis mènent une guerre économique contre le Venezuela, le pays qui possède les plus grandes réserves de pétrole du monde.
Les sanctions paralysantes imposées par l’administration Donald Trump ont privé le Venezuela de milliards de dollars.
Le premier rapporteur des Nations Unies à se rendre dans le pays depuis deux décennies, le juriste Alfred de Zayas, a déclaré à The Independent que les sanctions internationales dévastatrices imposées au Venezuela sont illégales et pourraient constituer un crime contre l’humanité.
Le professeur Steve Ellner, un éminent spécialiste de la politique vénézuélienne qui vit et enseigne dans le pays depuis des décennies, a expliqué dans une interview accordée à Moderate Rebels que les sanctions ont isolé économiquement Caracas : « La crainte de représailles de la part de l’administration Trump a poussé la communauté économique mondiale abandonner l’économie vénézuélienne. Cela équivaut pratiquement à un blocus du Venezuela. »
Début 2019, l’administration de Trump renforça les mesures. Le 23 janvier, le gouvernement américain a initié un coup d’Etat politique au Venezuela en reconnaissant le leader de l’opposition de droite non élu Juan Guaidó comme soi-disant « président intérimaire ».
M. Guaidó, qui était un inconnu pour 81 % des Vénézuéliens, selon un sondage effectué en janvier, a tenté d’usurper le gouvernement légitime du président Nicolás Maduro, réélu lors des élections présidentielles de 2018 qui ont été volontairement boycottées par l’opposition soutenue par les États-Unis.
Cette tentative de coup d’État en cours est le point culminant d’une campagne de déstabilisation menée depuis deux décennies par les États-Unis pour briser la révolution bolivarienne au Venezuela. Caracas a longtemps décrit cette campagne comme une campagne de guerre économique. Et des documents internes du gouvernement américain montrent que c’est exactement ça.
Les « armes financières » et la « guerre économique » des Etats-Unis
Alors que le coup d’état fait rage au Venezuela, WikiLeaks a publié un extrait de ce qu’il a décrit comme le « manuel du coup d’Etat américain« , le livret des Forces d’opérations spéciales de l’Armée de terre sur la guerre non conventionnelle (PDF).
WikiLeaks a particulièrement attiré l’attention sur une partie de la publication intitulée « Financial Instrument of U.S. National Power and Unconventional Warfare » [Instrument financier du pouvoir national US et la guerre non-conventionnelle]. Cette section décrit comment le gouvernement US, selon ses propres termes, utilise des « armes financières » pour mener une « guerre économique » contre des gouvernements étrangers qui tentent de suivre une voie indépendante.
Dans le manuel de guerre non conventionnelle, l’Army Special Operations Forces (ARSOF) écrit que les Etats-Unis « peuvent utiliser la puissance financière comme une arme en temps de conflit jusqu’à une guerre générale à grande échelle« . Et il a noté que « la manipulation de la force financière des États-Unis peut influencer les politiques et la coopération de gouvernements étrangers » – c’est-à-dire forcer ces gouvernements à se conformer à la politique américaine.
Les institutions qui aident le gouvernement américain à y parvenir, a poursuivi l’ARSOF, sont la Banque mondiale, le Fonds monétaire international (FMI) et l’Organisation de coopération et de développement économiques (OCDE).
Parmi les exemples d’ »armes financières », on peut citer la « manipulation par l’Etat de la fiscalité et des taux d’intérêt » et les pressions exercées sur les institutions financières pour qu’elles restreignent « les prêts, subventions ou autres aides financières aux acteurs étatiques et non étatiques étrangers », selon l’ARSOF.
« Le Bureau of Foreign Assets Control (OFAC) a une longue histoire de conduite de guerre économique précieuse pour toute campagne de guerre non conventionnelle de l’ARSOF « , conclut le manuel.
C’est l’Office of Foreign Assets Control du département du Trésor US qui supervise les sanctions contre des pays comme le Venezuela. Et le 28 janvier, le jour où WikiLeaks a tweeté l’extrait ci-dessus, l’OFAC a sanctionné la compagnie pétrolière publique du Venezuela, Petroleos de Venezuela, S.A. (PDVSA).
Cibler la compagnie pétrolière d’État vénézuélienne PDVSA
L’objectif de ces dernières sanctions américaines est clair : Steve Mnuchin, secrétaire au Trésor de Trump et ancien directeur de l’information de Goldman Sachs, a indiqué que Juan Guaidó, le leader du coup d’État soutenu par les États-Unis au Venezuela, utilisera PDVSA et les actifs pétroliers basés aux États-Unis pour financer son gouvernement parallèle non élu.
L’OFAC, qui, selon l’ARSOF, « a une longue histoire de guerre économique« , a pris soin de souligner, tout en sanctionnant la PDVSA, que cette compagnie pétrolière d’État est « une source primaire de revenus et de devises étrangères du Venezuela« .
Comme l’a rapporté Grayzone, Guaidó a immédiatement pris pour cible PDVSA quelques heures après s’être déclaré « président par intérim » (avec la bénédiction de l’administration Trump). Guaidó et l’opposition de droite soutenue par les Etats-Unis espèrent restructurer PDVSA et pousser à sa privatisation, réécrire les lois vénézuéliennes sur les hydrocarbures et distribuer des contrats pour permettre aux multinationales d’accéder aux plus grandes réserves de pétrole du monde. Et Guaidó a sollicité l’aide financière du FMI, que l’ARSOF a identifié comme un allié américain dans sa stratégie de guerre économique.
Le manuel de guerre non conventionnelle de l’ARSOF indique clairement que ces politiques ne sont pas seulement une campagne de pression pacifique ; elles font partie d’une stratégie explicite de « guerre non conventionnelle » visant le Venezuela.
Ces paroles, prononcées directement par le gouvernement US, confirment que les sanctions et autres politiques économiques punitives ne sont pas un simple prélude à la guerre ; elles sont une forme de guerre.
Les Etats-Unis ne sont pas en train d’ « envisager » une guerre contre le Venezuela ; la superpuissance mène déjà depuis des années une guerre contre cette nation sud-américaine indépendante.

C’est précisément ce qui a conduit l’ancien rapporteur de l’ONU Alfred de Zayas à déclarer, tant dans une interview à The Independent que dans un rapport sur le Venezuela qu’il a soumis au Conseil des droits de l’homme des Nations Unies, que les Etats-Unis et leurs alliés comme l’Union européenne et le Canada ont mené une « guerre économique » contre le Venezuela.
De Zayas, un juriste qui enseigne le droit international à l’Ecole de diplomatie de Genève, a écrit : « Les sanctions économiques et les blocus des temps modernes sont comparables aux sièges des villes des temps médiévaux« . Il a ajouté : « Les sanctions du XXIe siècle tentent de mettre à genoux non seulement une ville, mais des pays souverains. »
Premier rapporteur de l’ONU à écrire sur le Venezuela depuis 21 ans, M. de Zayas a déclaré à The Independent :

Internal US Gov’t Document Outlines Program of ‘Economic Warfare’ on Venezuela
An internal government document reveals tactics of “economic warfare” and “financial weapons” the US is using against Venezuela in the name of “furthering capitalism.”

Venezuela has suffered from an economic crisis in recent years, and while the US government and corporate media outlets have blamed this hardship solely on the ruling socialist party, internal US government documents acknowledge that Washington has been using what it clearly describes as “financial weapons” to wage “economic warfare” on the oil-rich South American nation.
The quiet admission confirms what Caracas’ government has said for years: The United States is waging an economic war on Venezuela, the country with the world’s largest oil reserves.
Crippling sanctions imposed by the Donald Trump administration have bled Venezuela of billions of dollars.
The first United Nations rapporteur to visit the nation in two decades, legal expert Alfred de Zayas, told The Independent that the devastating international sanctions on Venezuela are illegal and could potentially be a crime against humanity.
Professor Steve Ellner, a leading scholar of Venezuela’s politics who has lived and taught in the country for decades, explained in an interview on Moderate Rebels that the sanctions have economically isolated Caracas: “The fear of retaliation on the part of the Trump administration has pressured the world economic community to lay off the Venezuelan economy. This amounts practically to a blockade of Venezuela.”
In early 2019, the Trump administration dug the knife deeper. On January 23, the US government initiated a political coup in Venezuela by recognizing the unelected right-wing opposition leader Juan Guaidó as supposed “interim president.”
Guaidó, who was unknown to a staggering 81 percent of Venezuelans according to a January poll, has tried to usurp the legitimate government of President Nicolás Maduro, who was re-elected in a 2018 presidential election that was voluntarily boycotted by the US-backed opposition.
This ongoing coup attempt is the culmination of a two-decade long US destabilization campaign aimed at shattering Venezuela’s Bolivarian Revolution. Caracas has long described this campaign as one of economic warfare. And internal US government documents show that’s exactly what it is.

US “financial weapons” and “economic warfare”
With the coup raging in Venezuela, WikiLeaks published an excerpt from what it described as the “US coup manual,” the Army Special Operations Forces Unconventional Warfare booklet (PDF).
WikiLeaks drew particular attention to a segment of the publication entitled “Financial Instrument of U.S. National Power and Unconventional Warfare.” This section outlines how the US government, in its own words, uses “financial weapons” to wage “economic warfare” against foreign governments that try to pursue an independent path.

In the unconventional warfare manual, Army Special Operations Forces (ARSOF) wrote that the US “can use financial power as a weapon in times of conflict up to and including large-scale general war.” And it noted that “manipulation of U.S. financial strength can leverage the policies and cooperation of state governments” — that is to say, force those governments to comply with US policy.
Institutions that help the US government accomplish this, ARSOF continued, are the World Bank, International Monetary Fund (IMF), and Organization for Economic Cooperation and Development (OECD).
Examples of “financial weapons,” include “State manipulation of tax and interest rates” and pressure on financial institutions to restrict “loans, grants, or other financial assistance to foreign state and nonstate actors,” ARSOF stated.
“The Office of Foreign Assets Control (OFAC) has a long history of conducting economic warfare valuable to any ARSOF UW campaign,” the manual concludes.
The US Treasury Department’s Office of Foreign Assets Control is what oversees sanctions against countries like Venezuela. And on January 28, the day WikiLeaks tweeted the above excerpt, OFAC sanctioned Venezuela’s state-owned oil company, Petroleos de Venezuela, S.A. (PDVSA).

Targeting Venezuela’s state-owned oil company PDVSA
The goal of these latest US sanctions is clear: Steve Mnuchin, Trump’s treasury secretary and the former chief information officer of Goldman Sachs, indicated that Venezuela’s US-backed coup leader Juan Guaidó will use PDVSA and Venezuela’s US-based oil assets to bankroll his unelected parallel government.
OFAC, which ARSOF noted “has a long history of conducting economic warfare,” was careful to point out while it was sanctioning PDVSA that this state oil company is “a primary source of Venezuela’s income and foreign currency.”
As The Grayzone has reported, Guaidó immediately targeted PDVSA within hours of having declared himself “interim president” (with the Trump administration’s blessing). Guaidó and the US-backed right-wing opposition hope to restructure PDVSA and move toward privatization, rewriting Venezuela’s hydrocarbons laws and handing out contracts to allow multinational corporations access to the largest oil reserves on the planet. And Guaidó has sought financial assistance from the IMF, which ARSOF identified as a US ally in its economic warfare strategy.
The ARSOF Unconventional Warfare manual makes it clear that these policies are not just a peaceful pressure campaign; they are part of an explicit strategy of “unconventional warfare” aimed at Venezuela.
These words, straight from the mouth of the US government, confirm that sanctions and other punitive economic policies are not a mere prelude to war; they are a form of war.
The United States is not “considering” a war against Venezuela; the superpower has already been waging a war, for years, on this independent South American nation.

US sanctions “comparable with medieval sieges of towns”
This is precisely what led former UN rapporteur Alfred de Zayas to say, both in an interview with The Independent and in a report on Venezuela that he submitted to the UN Human Rights Council, that the United States, and allies like the European Union and Canada, have waged “economic warfare” on Venezuela.
De Zayas, a legal expert who teaches international law at the Geneva School of Diplomacy, wrote, “Modern-day economic sanctions and blockades are comparable with medieval sieges of towns.” He added, “Twenty-first century sanctions attempt to bring not just a town, but sovereign countries to their knees.”
The first UN rapporteur to report from Venezuela in a shocking 21 years, de Zayas told The Independent, “When I come and I say the emigration is partly attributable to the economic war waged against Venezuela and is partly attributable to the sanctions, people don’t like to hear that. They just want the simple narrative that socialism failed and it failed the Venezuelan people.”
And the US has not been alone in its aggression. The Bank of England has likewise refused to let the sovereign government of Venezuela withdraw its £1.2 billion of gold reserves. Instead, a UK foreign office minister has sought to give that money to the Trump-appointed coup leader, Juan Guaidó.

Real US foreign policy goals
The ARSOF Unconventional Warfare manual provides further insight into what really motivates the United States to wage economic warfare in Venezuela and beyond.
The document outlines one of the key goals of US foreign policy:

Furthering free trade, unencumbered by tariffs, interdictions, and other economic barriers, and furthering capitalism to foster economic growth, improve living conditions, and promote the sale and mobility of U.S. products to international consumers.

President Trump’s ultra-militaristic National Security Adviser John Bolton echoed these priorities in an interview with Fox Business. “We’re in conversation with major American companies now… I think we’re trying to get to the same end result here,” Bolton declared.
“It will make a big difference to the United States economically if we could have American oil companies really invest in and produce the oil capabilities in Venezuela.”

The Invasion of Panama By Noam Chomsky. European elite, less than 10% of the population. That changed in 1968, when Omar Torrijos, a populist general, led a coup that allowed the black and mestizo [mixed-race] poor to obtain at least a share of the power under his military dictatorship. In 1981, Torrijos was killed in a plane crash. By 1983, the effective ruler was Manuel Noriega, a criminal who had been a cohort of Torrijos and US intelligence.  The US government knew that Noriega was involved in drug trafficking since at least 1972, when the Nixon administration considered assassinating him. But he stayed on the CIA payroll. In 1983, a US Senate committee concluded that Panama was a major center for the laundering of drug funds and drug trafficking.  The US government continued to value Noriega’s services. In May 1986, the Director of the Drug Enforcement Agency praised Noriega for his "vigorous anti-drug trafficking policy." A year later, the Director "welcomed our close association" with Noriega, while Attorney-General Edwin Meese stopped a US Justice Department investigation of Noriega’s criminal activities. In August 1987, a Senate resolution condemning Noriega was opposed by Elliott Abrams, the State Department official in charge of US policy in Central America and Panama.

On September 20, North informed Poindexter via e-mail that "Noriega wants to meet me in London" and that both Elliott Abrams and Secretary of State George Shultz support the initiative. Two days later, Poindexter authorized the North/Noriega meeting.

[Source - PDF] On February 10, 1986, Owen ("TC") wrote North (this time as "BG," for "Blood and Guts") regarding a plane being used to carry "humanitarian aid" to the contras that was previously used to transport drugs. The plane belongs to the Miami-based company Vortex, which is run by Michael Palmer, one of the largest marijuana traffickers in the United States. Despite Palmer's long history of drug smuggling, which would soon lead to a Michigan indictment on drug charges, Palmer receives over $300,000.00 from the Nicaraguan Humanitarian Aid Office (NHAO) -- an office overseen by Oliver North, Assistant Secretary of State for Inter-American Affairs Elliott Abrams, and CIA officer Alan Fiers -- to ferry supplies to the contras.

Manuel Noriega 
On June 12, 1986, Seymour Hersh published a front-page story in the New York Times exposing General Manuel Noriega’s twenty-year association with the Colombian drug cartels. The exposé appeared just as Noriega was in Washington to receive a medal of honor from the Inter-American Defense Board. The article alleged that Noriega was involved in money laundering, arms dealing and political assassinations, including the torture and murder by decapitation of his liberal opponent, Dr. Hugo Spadafora. The article, based on sources in the Defense Intelligence Agency, also accused Noriega of selling US technology to the Cubans and Eastern Bloc nations. 
Hersh quoted from a 1985 House Foreign Affairs Committee report that called Panama “a drug and chemical transshipment point and money laundering center of drug money.” That same investigation of Noriega prompted the NSC’s Admiral John Poindexter to travel to Panama and have a session with Noriega, during which Poindexter claims he told the squat general to “cut it out.” But it wasn’t long before Elliott Abrams, assistant secretary of state, had bailed out Noriega by intervening in a policy debate within the Reagan administration to insist that only after the Sandinistas had been dealt with should any serious sanctions against Noriega be considered. Noriega was a vital component in the CIA’s war against Nicaragua. At the request of the Reagan administration he had contributed more than $100,000 to Contras operating in Costa Rica, and in 1985 he had provided “an ordnance expert” for a North-planned operation that blew up a Sandinista military depot in Managua. 
After the unflattering attention sparked by Hersh’s article, Noriega called Oliver North seeking counsel in cleaning up his image. North agreed to meet with a Noriega emissary on August 23, 1986, and minuted the encounter in a computermessage to John Poindexter, later unearthed by the National Security Archive:
You will recall that over the years Manuel Noriega and I have developed a fairly good relationship. It was Noriega who told me Panama would be willing to accept [Ferdinand] Marcos [the exiled former president of the Philippines].… Last night Noriega called and asked if I would meet w[ith] a man he trusts – a respected Cuban American – the president of a college in Florida. He flew in this morning and he outlined Noriega’s proposal: In exchange for a promise from us to ‘help clean up his [Noriega’s] image’ and a commitment to lift our ban on FMS [foreign military sales], he would undertake to ‘take care of the Sandinista leadership for us. I told the messenger that such actions were forbidden by US law and he countered that Noriega had numerous assets in place in Nicaragua that could accomplish many things that would be essential [to a] Contra Victory. Interesting. My sense is that this is a potentially very useful avenue, but one which would have to be very carefully handled. A meeting with Noriega could not be held on his turf – the potential for recording this information is too great … you will recall that he was head of Intelligence for the PDF [Panamanian Defense Forces] before becoming CG [commanding general]. My last meeting with Noriega was in a boat on the Potomac … Noriega travels frequently in Europe at this time of year and a meeting could be arranged to coincide with one of my other trips. My sense is that this offer is sincere, that Noriega does indeed have the capabilities preferred and that the cost could be born by Project Democracy (the figure of $1M was mentioned) … The proposal seems sound to me and I believe we could make the appropriate arrangements for reasonable OPSEC [operational security] and deniability. Beg advice. 
Within minutes Poindexter had responded to North’s suggestion that this murderous thug and drug smuggler be retained at a cost of $1 million to help in the Contra War. “I wonder what he means about helping him clean up his act,” the admiral wrote. “If he is really serious about that we should be willing to do that for nearly nothing. If on the other hand he just wants us indebted to him, so that he can blackmail us to lay off, then I am not interested. If he really has access inside, it could be very helpful, but we cannot (repeat not) be involved in any conspiracy or assassination. More sabotage would be another story. I have nothing against him other than his illegal activities. It would be useful for you to talk to him directly to find out exactly what he has in mind with regard to cleaning up his act.” 
North cleared the meeting with Secretary of State George Shultz and Shultz’s sidekick Abrams and then proceeded to London, where he hunkered down in a hotel with Noriega and reviewed plans to wreak mayhem on the Sandinistas, all in contravention of the express will of Congress. They reviewed plans for bombings of the Managua airport, attacks on phone lines and power plants and the destruction of an oil refinery. Noriega also pledged to create training camps for the Contras and the Afghan mujahedin, no doubt with advanced courses in accountancy, international banking practices and the covert movement of drugs and money. 
In exchange North agreed to sign Noriega up with a New York PR firm. In his book Panama: The Whole Story, Kevin Buckley quotes an American source who observed North and Noriega together. “To North, Noriega was a spymaster, an operator, a man who made things happen. To North, Noriega was like Brando, up the river in Apocalypse Now. No rules. Noriega thought North was a pipsqueak.” 
If North revered Noriega, North’s patron William Casey, director of the CIA, had a coldly pragmatic appreciation of the usefulness of the Panamanian. Casey saw Panama as the key to US operations throughout Latin America, not only against Nicaragua but also Cuba. The relationship between Casey and Noriega was described by the latter’s right-hand man, José Blandón, to documentary filmmakers Leslie and Andrew Cockburn: “The US had information that Noriega was involved in the drug trade for at least eight years. Yes, they knew about that. But for the White House, the Reagan administration, the Contras were so important that the drugs took second place. There was a very special relationship between Casey and Noriega. At least $3 million in support came from Casey. Whenever there would be an investigation of Noriega, Casey would stop it.” 
Actually the US had known about Noriega’s drug trafficking since at least the late 1960s, and there was a history across nearly three decades of US military and intelligence agencies shielding Noriega from criminal investigation. He had been recruited by the Defense Intelligence Agency in 1959 and began working for the CIA in 1967. When the Bureau of Narcotics and Dangerous Drugs attempted to indict Noriega in 1971 for drug trafficking, the CIA intervened to protect their man in Panama. The BNDD continued to brood on ways to get rid of Noriega, including a procedure chastely described as “total and complete immobilization.” But in the end the drug agency was overruled and ordered to work with the drug smuggler. Throughout the 1980s Noriega’s star continued to rise. In 1976, for example, the CIA paid Noriega $100,000 for his work on behalf of the Agency. The director of the CIA at the time was George Bush. By 1985, at the height of the Contra War, Noriega’s paycheck from the CIA had soared to $200,000 a year. 
On October 5, 1986, a few weeks after the meeting in London, the bold plans explored by North and Noriega came crashing down in the wake of the similarly abrupt descent of a plane ferrying arms from Ilopango air base in El Salvador to Contra camps inside Nicaragua. As Eugene Hasenfus, a veteran of the CIA’s Air America operation in Laos, was kicking the supplies out of the back of a C-123K, a Sandinista gunner scored a direct hit and only Hasenfus managed to parachute down and into the world’s headlines, offering incontrovertible proof of the Reagan administration’s illegal shipments. Among the phone numbers in Hasenfus’s notebook was that of George Bush’s office. 
In rapid order, Noriega’s fervent supporters inside the Reagan administration lost favor. Then William Casey died. Noriega’s star plummeted. He became a liability to George Bush, and it was not long before Noriega had been indicted as a drug smuggler, then became the target of an American invasion of Panama on December 20, 1989. Absurdly titled Operation Just Cause, the mission succeeded in killing plenty of Panamanian civilians but not Noriega, who found sanctuary in the house of the Papal Nuncio. Finally, on Christmas Eve, Noriega surrendered and in a Miami courtroom in 1990 learned what it was to fall from grace. The veteran of the CIA’s payroll and a thousand forgiven drug shipments went down on a 45-year prison sentence, which as of 1998 he is serving in the state of Florida. His amusing memoir, America’s Prisoner, detailing his career and relationship with the CIA, was not widely reviewed in the US press. 
The greatest irony of all is that under the US-installed successor to Noriega, Guillermo Endara, Panama became the province of the Calí cartel, which rushed in after the Medellín cartel was evicted along with Noriega. By the early 1990s, Panama’s role in the Latin American drug trade and its transmission routes to the US had become more crucial than ever.

"The Zionist movement, created by the Jewish big bourgeoisie at the end of the 19th century, was born with a decidedly counterrevolutionary purpose. From the founding of the World Zionist Organization in 1897 to the present, Zionism, as ideology and political practice, has opposed the world revolutionary process.
Zionism is counterrevolutionary in a global sense in that it acts the world over against the three major forces of revolution: the socialist community, the working class movement in capitalist countries and the movement for national liberation.
Zionist counterrevolution began by making inroads in the European working class movement. In the early years, when the growth of monopoly capitalism and the expansion of reactionary tendencies that accompanied the establishment of the imperialist phase of capitalism demanded the unity and solidarity of the proletariat, the Zionists focused on dividing the working class.
They propagated the thesis that all non-Jews were, and would always be, anti-Semites; asserted that the only possibility for the Jewish masses’ well-being and justice was to emigrate to the “promised land”; and defended class collaboration, thus diverting the Jewish proletariat away from the struggle for their real emancipation and dividing and weakening the working class movement. It’s not fortuitous that in czarist police archives one finds documents calling for support for the Zionist movement as a way of stemming the tide of proletarian revolution.
Theodore Herzl, the founder of Zionism, wrote at the time in his diary:“All our youth; all those who are from 20 to 30 years old, will abandon their obscure socialist tendencies and come over to me.”
However, the efforts of Zionist counter-revolution could not hold back the wheels of history. The victory of the Great October Socialist Revolution in Russia ushered in a period of transition from capitalism to socialism on a world scale. The first victory of the proletariat, the premise of future victories, was a heavy blow to Zionism.
Most of the money that filled Zionist coffers came from Russia, where czarism had humiliated and oppressed the Jews for centuries. Russia provided a million immigrants for the Zionist colonization of Palestine. When the Russian Revolution liquidated the exploitation of man by man, it also destroyed the basis for Zionism in the Soviet Union.
Leninist policy on the national question toppled all Zionist myths that the Jews could not be fully incorporated, with equal rights, into society and destroyed all the racist claims on the inevitability of anti-Semitism. The Zionists never did, and never will, forgive the Soviet state and its Leninist Party, not so much for cutting off the money flow from Russia and for the loss of workers for the colonization effort, but because the Bolsheviks implemented a correct policy that incorporated the talents and efforts of the Soviet Jews into the tasks of building a new society and thus demonstrated the class origins of discrimination and anti-Semitism, breaking with the past and providing a genuine solution to the Jewish problem, a solution which was not and could never be a massive exodus to Palestine.
Zionist counterrevolution took on an anti-Soviet thrust. Before October 1917 the Zionists collaborated with Kerensky. Later they supported all the attempts at counter-revolution and enthusiastically participated in the different white “governments” set up in different parts of the country during the Civil War [in Russia]. They were active in all the moves against the Soviet Union from abroad, and their powerful propaganda machine spread a spate of lies about the first workers’ and peasants’ state in the world.
Not even the Soviet victory over German fascism, which saved so many Jewish lives, made the Zionists change their anti-Soviet stand.
With the outbreak of the cold war the Zionists collaborated in all the subversive and diversionary activities against the USSR and other socialist countries. The secret services of the Zionist state of Israel coordinated their spy activities with the CIA. Zionist agents played an active role in the counter-revolutionary attempts in Hungary and Czechoslovakia.
Today Zionism seconds the hypocritical anti-Soviet campaign on presumed violations of the human rights of Jews in the Soviet Union and does all it can to put pressure on Soviet citizens of Jewish origin so they will leave their true homeland and go to Israel. This effort by Zionist counter-revolution can only lead to new failures. And to complete the picture there is the Zionist counter-revolutionary action against the national liberation movements.
Soon after World War I, Zionist settlers penetrated into Palestinian territory, acting as the spearhead of British imperialist interests in opposition to the Arab peoples’ hopes for independence. Their role was clearly spelled out by the prominent Zionist leader Max Nordau in a statement to the British authorities:
“We know what you want from us: that we defend the Suez Canal.We must defend your route to India which passes through the Middle East.We are ready to take on that difficult task. But you must allow us to become powerful enough to carry out that task.”
And, as a matter of fact, the Zionists became a power and succeeded in establishing their own state in 1948: the Zionist state of Israel. Now their task is to defend oil routes, protect all the interests of U.S. imperialism and block the advance of the Arab revolution.
Backed by tremendous amounts of imperialist economic and military aid, the Zionists are constantly acting against national liberation movements.
At one time it was their mission to penetrate African and Asian independence movements, guarantee that the newly independent states followed paths acceptable to imperialism, that they not stray from the confines of neo-colonialism. Israel offered courses, advisers, all sorts of aid.
But the ploy wasn’t very successful. Israel’s increasing role as imperialism’s policeman in the Middle East, its racism and avowed expansionism made the young African and Asian nations see the dangers of Israeli “aid,” the treachery of Israeli foreign policy.
Nevertheless, the Zionist state took up a new role in the struggle of world reaction against progress. It went beyond the geographical confines of the Middle East, established friendly ties with all reactionary regimes and began to supply arms, equipment and advisers to those who were trying to suppress national liberation struggles.
The Israeli armaments industry specialized in designing and producing all sorts of weapons for urban and rural anti-guerrilla warfare.
The South African racist regime, the dictatorships of Guatemala and El Salvador, and the fascist Pinochet are among the best clients of the Israeli armaments industry.
Israeli arms sales in 1978 were estimated at $400 million.
One of their best clients was the Nicaraguan dictator Anastasio Somoza.
Zionist counter-revolution was present in Somoza’s Nicaragua in the form of Galil guns and Pull-push planes, but they couldn’t stop the victory of the Sandinista revolutionaries.
This is a symbol of our times: neither the machinations of Zionist counterrevolution, nor Israeli arms, can hold back the victorious march of the peoples of the world."
