Last week, journalist Eli Lake reported that, in order to glean a perspective on Republican presidential candidate Michele Bachmann’s prospective foreign policy, sources repeatedly told him he “should talk to Frank Gaffney.”

Gaffney told Lake that his work and that of the neoconservative think-tank he runs, the Center for Security Policy, were “a resource she has tapped.” Gaffney described Bachmann as a “friend” with whom he’d shared his Team B II report alleging that the Obama administration has been infiltrated by the Muslim Brotherhood (in fairness to the Obama administration, Gaffney accuses just about everyone he disagrees with — including the organizers of the conservative CPAC conference — of being part of the Islamist group).

In an exclusive interview with ThinkProgress at the Western Conservative Conference in Denver, CO, Gaffney again described Bachmann as a friend and said he hadn’t been officially advising her since she declared her run for the GOP nomination. But he did say he could count on Bachmann to work at cleansing the country of the pernicious influence of the Muslim Brotherhood:

GAFFNEY: As worrying as the violent jihad is, there is at least as much to be concerned about with respect to the stealth jihad. And you need to understand who’s engaged in pursuing that and the techniques that they’re using and the progress that they’re making. [...]
THINKPROGRESS: Do you think [Bachmann] takes the threat seriously and understands the gravity?
GAFFNEY: I think she does, yeah. I think there are less candidates that seem less seized with it or at least acquainted with the problem. But I’m hoping that in the course of this campaign it will be something that is really a clarifying time [...]
THINKPROGRESS: She might be able to uproot some of this Brotherhood infiltration that we’ve seen?
GAFFNEY: If she were elected president she probably could. If she’s not and she’s an effective candidate she can. I think the point is to have as many other candidates become knowledgable and conversant and using their time on the campaign trail to educate people.

You can almost hear Members of Congress now, with President Bachmann’s blessing, hauling Americans into hearings to ask: “Are you now or have you ever been a member of the Muslim Brotherhood of the United States?”

Sharia Hysteria: Neo-con Hatemongers Peddle Disinformation

There’s nothing “grassroots” about the growing national campaign—some would call it “hysteria”—focusing on the supposed threat of Islamic sharia taking hold in America.

Sharia refers to a code of conduct or laws that have been derived from the Muslim holy book, the Koran, and from the teachings and example of Mohammed. Although some initially condemned AMERICAN FREE PRESS for suggesting that pro-Israeli ideologues have been the primary force behind the constant chatter about “the Muslims” and sharia, no less than The New York Times revealed in a detailed and lengthy story beginning on its front page on July 31 that, in fact, a small, well-financed clique of Israeli lobby intriguers are the source of the agitation. The Times’ revelations speak for themselves:

[The] campaign’s air of grassroots spontaneity,which has been carefully promoted by advocates, shrouds its more deliberate origins. In fact, it is the product of an orchestrated drive that began five years ago in Crown Heights, Brooklyn, in the office of a little-known lawyer, David Yerushalmi, a 56- year-old Hasidic Jew with a history of controversial statements about race, immigration and Islam. Despite his lack of formal training in Islamic law, Mr. Yerushalmi has come to exercise a striking influence over American public discourse about sharia.

Working with a cadre of conservative public-policy institutes and former military and intelligence officials, Mr.Yerushalmi has written privately financed reports, filed lawsuits against the government and drafted the model legislation that recently swept through the country—all with the effect of casting sharia as one of the greatest threats to American freedom since the Cold War.

This admission by the Times (and the extensive documentation it provides) should prove embarrassing to a number of otherwise independent-minded American nationalists—including more than a few well-known patriot leaders and figures in the white separatist movement—who have been energetically parroting the anti-Muslim rhetoric promoted by Yerushalmi and his associates, the foremost of whom is Frank Gaffney.

Gaffney’s antecedents alone are revealing and point to the origins of the campaign against sharia and Muslims in general. A ubiquitous longtime advocate for Israel in high level Washington policy-making circles, Gaffney—one of the now infamous neo-conservative “high priests of war”—is the founder of the Center for Security Policy (CSP),which has been described as being known for its support for “extreme right wing Israeli causes.”

Yerushalmi—who spent time in Israel working for a conservative think tank—happens to be the CSP’s general counsel.

Gaffney will be remembered as one of the founding associates of the hard-line pro-Israeli Project for the New American Century, which openly declared the need for a “new Pearl Harbor” to energize and popularize support for American military intervention in the Middle East and around the globe.

In fact, the terrorist attacks of Sept. 11, 2001—attributed to “the Muslims”—provided that new Pearl Harbor of which Gaffney and his colleagues dreamed.

Going back to the 1970s, Gaffney worked alongside the infamous Richard Perle on the staff of Sen. Henry M. Jackson (DWash.), who was one of Israel’s primary cheerleaders in Congress. They have worked closely ever since, including a stint by Gaffney working under Perle in the Defense Department during the Reagan administration. Perle himself has served on the CSP board of directors as has Morris Amitay, former director of the American Israel Public Affairs Committee. It is no coincidence that—at one time or another during the 1980s— Perle and others among his and Gaffney’s close associates—including the late Stephen J. Bryen, former Deputy Defense Secretary Paul Wolfowitz and former Undersecretary of Defense Douglas Feith—were all investigated by the FBI on various matters relating to espionage on behalf of Israel.

Meanwhile, some prominent names in the Republican presidential arena—including Michele Bachmann, Sarah Palin, Herman Cain, Rick Santorum and Newt Gingrich (whose political ventures have been funded to the tune of millions by Las Vegas gambling kingpin Sheldon Adelson, who calls himself “the richest Jew in the world”)—have all joined in warning about sharia law gaining a stranglehold on the American system.

So while the United States is in freefall with unemployment not going away and healthcare and all manner of public and social services being disrupted— not to mention the collapse of our national infrastructure—Wall Street (which is not controlled by Muslims, by the way) is getting away with looting the economy.

But a growing number of politicians and allied interest groups are pointing toward sharia as the biggest danger facing the American way of life.

THE TRUTH ABOUT SHARIA

Although there are many nations that have predominant Muslim populations and of which there are many that have adopted Islam as the official state religion, all of these “Muslim” nations base their systems of government on secular law, not sharia. This even includes Indonesia, which has the largest Muslim population of any nation, and Pakistan, which was founded as an Islamic state.

As for the mistreatment of women, often attributed to Islam and to sharia, all the cases that have been propagandized regarding this issue fail to mention that they have nothing to do with the enforcement of sharia. These incidents are the work of some elements that live in Muslim countries, and their actions are not related to Islamic teachings.

Orthodox Judaism—which many Christians revere—has a history of organized oppression of women, quite readily visible in Israel today and in some Jewish communities in America. This is not so widely publicized in the mass media as are the constant stories relating to alleged Muslim
misdeeds in regard to women.

One can go on the Internet and find countless cases of rape and molestation of women in western countries, but it would be wrong to say they reflect the mindset of the entire community these people come from or perhaps share religious beliefs with. Every year more women are raped in the United States than in any other nation—which is most assuredly not a Muslim-dominated country.

Ridiculous Claims About Islam Touted by Radical Zionist Group

NASHVILLE—Truth took a holiday this past Veterans Day as hundreds packed into the Cornerstone Church in Nashville, Tenn. to attend the first annual “Constitution or Sharia —Preserving Freedom Conference,” where a cadre of rabid Zionists and disinformation artists gathered to propagate myths, arouse fear and set the stage for a clash of civilizations between Christians and Muslims.

This AFP reporter was there and watched as a naïve audience of mostly middle-aged suburbanites was coaxed into believing that radical Islamists had seized control of the U.S. government, were planning to circumvent the Constitution with sharia law and had engaged local mosques to train violent jihadists for imminent attacks on non-Muslims.

“The enemy is right here in your neighborhood,” said John Guandolo, a disgraced former FBI agent who now makes his living on the Islamophobic speaking circuit.

Though he provided no proof, Guandolo went on to claim that most mosques, and practically every Muslim organization in America, are under the control of the Muslim Brotherhood—and are therefore (according to him) not entitled to any constitutional protections.

Norway massacre) seven times in Breivikʼs “manifesto.”

“They do not have a First Amendment right to do anything,” says Guandolo. “They exist to break the law.”

Guandolo also claimed that theMuslim Brotherhood had infiltrated the federal government’s national security loop and was now in control of the FBI and Department of Homeland Security. He told the audience that these agencies could no longer be trusted or relied upon, and that police chiefs, county sheriffs and city council members must now confront the encroaching Muslim threat.

“Counterinsurgency [begins] at the local level,” insisted Guandolo. “We are going to win or lose this war based on what you do.” It just so happens that Guandolo is vice president of the Strategic Engagement Group Inc., an organization that trains law enforcement agencies on the so-called Islamic threat and relies on local governments for much of its revenue.

As AFP’s Michael Collins Piper reported in an article in the Sept. 12 edition of AFP entitled “Anti-Sharia Hysteria: Neo-con Hatemongers Peddle Disinfo,” the anti-sharia campaign that is sweeping the country is anything but a grassroots movement. Its origins can be traced to David Yerushalmi, a Hasidic Jewish attorney in Brooklyn who is responsible for draftingmuch of the anti-sharia legislation that has become a cause célèbre for some state representatives these past few years.

Early in the conference, Yerushalmi was featured in a pre-recorded video and revealed the true motivation behind the incessant fear mongering about sharia law.

During his brief presentation, he discussed a strategy referred to as “lawfare” that encourages individuals and groups to sue the government and banking institutions in order to stop the spread of sharia-compliant finance.

Though Yerushalmi would like to be perceived as a great defender of traditional American values, what he’s really defending is the Jewish system of usury that dominatesWestern banking.

Sharia is the antithesis of usury, and forbids penalties and compound interest to be charged on loans. One of the main tenets of sharia is the condemnation of economic exploitation. It also prohibits its followers from falling victim to financial schemes that deplete their property and cause them to fall into poverty through debt.

Another speaker of ill repute was Wafa Sultan, a Syrian-born psychiatrist and author of The God Who Hates. During her presentation, she referred to a photograph of British schoolchildren kneeling on the floor of amosque during a field trip.Thoughmost of the children were smiling, Dr. Sultan said they were being brainwashed into submitting to sharia.

“From the Muslim’s point of view, those kids are dhimmis [second-class citizens] who bow to Islam and Mohammed,” said Dr. Sultan.

Though Dr. Sultan is a popular draw at anti-sharia events, she is anything but credible. Contrary to her claims of witnessing the horrors of sharia while growing up in an oppressive Islamic regime, the country she lived in was Syria, which is a secular and decisively anti-Islamist society. She has also been caught fabricating stories about her life, such as her claim that she witnessed the assassination of her college professor on the campus of Aleppo. In reality her professor was killed, but it did not take place on campus, and Dr. Sultan was nowhere near the scene of the crime.

The main sponsor of the event was the Center for Security Policy (CSP), whose director Frank Gaffney—also a speaker at the conference—is a founding member of the warmongering Project for a New American Century. The Center for American Progress refers to CSP as part of a pro-Israeli network and is notorious for its ties to influential neo-cons. According to Source Watch, Anders Breivik, the confessed Oslo bomber and mass murderer of 68 schoolchildren in July, “cited Gaffney and the Center for Security Policy seven times in his 1,500-page anti-Islam manifesto.”

The Man Behind the Sharia Hysteria
Americaʼs leading “white supremacist” is not a blond-haired, blue-eyed Aryan, but a Hasidic Jewish attorney named David Yerushalmi (shown left). Together with the likes of Frank Gaffney and John Guandolo, Yerushalmi and his organization have been quoted as saying that women and blacks should not be allowed to vote. He says that Jews are the smartest race, followed by “Orientals, whites, Latinos and blacks in that order.” Yerushalmi also believes that the war on terror should be “a war against Islam and all Muslims. This means that sharia and Islamic law [would be] immediately outlawed. Any Muslim in America who adopts . . . sharia [would] be deported. No self-described or practicing Muslim [would] be allowed to immigrate to this country.” In an article published in 2006 in The American Spectator, Yerushalmi said “adherence to Islam” was worthy of a “20-year prison sentence.” Perhaps Yerushalmi forgets he is in the United States, not the totalitarian state of Israel.

New Report Identifies Organizational Nexus of Islamophobia

A small group of inter-connected foundations, think tanks, pundits, and bloggers is behind the 10-year-old campaign to promote fear of Islam and Muslims in the U.S., according to a major investigative report released here Friday by the Center for American Progress (CAP).

The 130-page report, "Fear, Inc.: The Roots of the Islamophobia Network in America," identifies seven foundations that have quietly provided a total of more than 42 million dollars to key individuals and organizations that have spearheaded the nationwide effort between 2001 and 2009.

They include funders that have long been associated with the extreme right in the U.S., as well as several Jewish family foundations that have supported right-wing and settler groups in Israel.

The network also includes what the report calls "misinformation experts" – including Frank Gaffney of the Center for Security Policy (CSP), Daniel Pipes of the Philadelphia-based Middle East Forum (MEF), Steven Emerson of the Investigative Project on Terrorism, David Yerushalmi of the Society of Americans for National Existence, and Robert Spencer of Stop Islamization of America (SIOA) – who are often tapped by television news networks and right-wing radio talk shows to comment on Islam and the threat it allegedly poses to U.S. national security.

"Together, this core group of deeply intertwined individuals and organizations manufacture and exaggerate threats of ‘creeping Sharia’, Islamic domination of the West, and purported obligatory calls to violence against all non-Muslims by the Quran," according to the report whose main author, Wajahat Ali, described the group as "the central nervous system of the Islamophobia network."

"This small band of radical ideologues has fought to define Sharia as a ‘totalitarian ideology’ and legal-political-military doctrine committed to destroying Western civilization," the report said. "But a scholar of Islam and Muslim tradition would not recognize their definition of Sharia, let alone a lay practicing Muslim."

Nonetheless, the group’s messages receive wide dissemination by what the report calls an "Islamophobia echo chamber" consisting of leaders of the Christian Right, such as Franklin Graham and Pat Robertson, and some Republican politicians, such as presidential candidates Representative Michele Bachmann and former Speaker of the House of Representatives Newt Gingrich.

Other key disseminators include media figures, especially prominent hosts on the Fox News Channel and columnists in the Washington Times the National Review; as well as grassroots groups, such as ACT! For America, local "Tea Party" movements, and the American Family Association, which are behind current efforts by Republican-dominated state legislatures to ban Sharia in their jurisdictions.

The report also cited the Middle East Media and Research Institute (MEMRI), a press-monitoring agency created here in 1998 by former officers in the Israel Defense Force that translates selected items from Middle Eastern print and broadcast media, as a key part of the broader network, providing it with material to bolster its claims regarding the threat posed by Islam. MEMRI, which has just been awarded a State Department contract to monitor anti-Semitism in the Arab media, has often been accused of selectively spotlighting media voices that show anti-western bias and promote extremism.

Judging by recent polls, the network has proved remarkably successful, according to the report which cited a 2010 Washington Post poll that showed that 49 percent of U.S. citizens held an unfavorable view of Islam, an increase of ten percent from 2002.

The same network also succeeded in inciting a national controversy around the proposed construction of an Islamic community center in Lower Manhattan – the so-called "Ground Zero Mosque" – which, according to Gaffney and others, was intended celebrate the 9/11 attack on the World Trade Center and "to be a permanent, in-our-face beachhead for Sharia, a platform for inspiring the triumphalist ambitions of the faithful."

"It’s remarkable what a small number of people have achieved with a small group of committed and generous donors," said Eli Clifton, a co-author of the report and a national-security reporter at CAP, a think tank which is close to the administration of President Barack Obama, who has himself been a prime target of the Islamophobic network.

The report, which was funded by the financier George Soros’ Open Society Institute (OSI), comes at a particularly sensitive moment – just two weeks before the tenth anniversary of 9/11 and less than a month after the murders of 76 people in Norway by Anders Breivik whose Internet manifesto not only echoed themes propagated by the key U.S. Islamophobic ideologues, but also quoted directly from their writings in dozens of passages.

Indeed, Spencer’s blog, Jihad Watch, a program of the David Horowitz Freedom Center, another group identified by the report as part of the Islamophobic network, was cited 162 times, while Pipes and the MEF receive 16 mentions, and Gaffney’s CSP another eight.

According to the report, Jihad Watch has been supported via the Horowitz Center primarily by the Fairbrook Foundation, which is run by Aubry and Joyce Chernik. Between 2004 and 2009, Fairbrook provided nearly 1.5 million dollars to Islamophobic groups, including Act! For America, CSP, the Investigative Project, and MEF.

The Cherniks also supported the far-right Zionist Organization of America (ZOA) and Aish Hatorah, a far-right Israeli group behind the U.S.-based Clarion Fund, which produced the video, Obsession: Radical Islam’s War Against the West that was, in turn, heavily promoted by the Islamophobic groups featured in the report. Breivik praised it in his manifesto.

Some 28 million DVD copies of the Obsession film were distributed to households in key swing states on the eve of the 2008 presidential elections in an apparent effort to sway voters against Obama. Some 17 million dollars in funding for their distribution was provided by a Chicago industrialist, Barry Seid, according to a Salon.com report published last year, and was channeled through Virginia-based Donors Capital Fund, which includes several prominent right-wing and neoconservative figures on its board.

Donors to the Fund have also contributed 400,000 dollars to the Investigative Project and 2.3 million dollars to the MEF between 2001 and 2009, according to the report.

Other major donors to Islamophobic groups include several foundations controlled by Richard Mellon Scaife; including 2.9 million dollars to CSP and 3.4 million dollars to Horowitz’ Freedom Center. The Lynde and Harry Bradley Foundation, which has often coordinated its political philanthropy with Scaife’s foundations, provided some 300,000 dollars to MEF, 815,000 dollars to CSP and 3.4 million dollars to the Freedom Center. In addition to more traditional charitable activities, both Scaife and Bradley have long been major supporters of far-right and neoconservative causes.

Other major donors included the Newton D. and Rochelle F. Becker foundations, the Russell Berrie Foundation, and the Anchorage Charitable Foundation and William Rosenwald Family Fund, according to the report.

In its mission statement, the Russell Berrie Foundation cited as one of its principal goals "fostering the spirit of religious understanding and pluralism".

"The intellectual nexus of the network is well understood," said Faiz Shakir, CAP’s vice president. "We know it’s driven primarily by hatred against Muslims; what we don’t know is what are the motivations of the funders. We don’t know to what extent they are aware of what is being funded," he said.

Horowitz denounced the report in a statement issued on its website, calling it a "typical fascistic attempt to silence critics and scare donors from supporting their efforts to inform the American public about the threats we face from the Islamic jihad."

Efforts to obtain comments from MEF and CSP were not successful.

That same year, Mr. Yerushalmi drafted what has become known as the American Laws for American Courts Act, which was enacted into law by several states and is pending in many others. Education and career

A 1975 graduate of the Edmund A. Walsh School of Foreign Service of Georgetown University.^{[citation needed]}, Gaffney holds a graduate degree from the Johns Hopkins University's Paul H. Nitze School of Advanced International Studies.^[1]
Gaffney began his public service career in the 1970s, working as an aide in the office of Democratic Senator Henry M. Jackson, under Richard Perle. From August 1983 until November 1987, Gaffney held the position of Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy in the Reagan Administration, again serving under Perle. In April 1987, Gaffney was nominated to the position of US Assistant Secretary of Defense for International Security Policy. He served as the acting Assistant Secretary for seven months,^[2] though his confirmation was ultimately blocked by the United States Senate.
In 1988, Gaffney established the Center for Security Policy (CSP), a conservative national security and defense policy organization. The CSP is subsidized by donors supportive of conservative causes, including the Sarah Mellon Scaife Foundation, the Shelby Cullom Davis Foundation and the William H. Donner Foundation.^[3]
Gaffney appeared on FahrenHYPE 9/11, the conservative documentary that was intended as a rebuttal to Michael Moore's liberal film Fahrenheit 9/11. He is also a regular guest on MSNBC's "Hardball with Chris Matthews" show.
Gaffney was an executive producer for the documentary Islam vs. Islamists: Voices from the Muslim Center. The documentary was created to air as part of the America at a Crossroads series on PBS, but it has not been shown.^[4]
Gaffney is the lead author of War Footing (Naval Institute Press, 2005), a collection of essays that "offer ten specific steps that Americans, as individuals and as communities, can take to ensure their way of life and safety and the future well-being of their children and grandchildren."^[5]
He is a founding member of the Set America Free Coalition, dedicated to reducing dependence on foreign oil, as well as of the current iteration of the Committee on the Present Danger.^[6]

Angolan presidential election, 1992

In November 1992, Gaffney's Center for Security Policy organization released a report detailing voter fraud in Angola's presidential election. Election officials stopped registering voters 40 days before the election. Polling stations had identical voting results. The MPLA retained a monopoly on television election-coverage. CSP also found widespread vote buying by the MPLA, the discarding of as many as 25% of casted ballots, and electricity blackouts during voter counting. United Nations special envoy Margaret Anstee said she "had never witnessed a more unfair election, even in Latin America."^[7]

Project for a New American Century

Along with a number of figures who later assumed leading positions in the George W. Bush administration, Gaffney was one of 25 signatories^[8] of the June 3, 1997 "Statement of Principles" from the Project for the New American Century,^[9] an educational and political advocacy organization whose stated goal was "to promote American global leadership."^[10]

Gaffney–Norquist dispute

In 2002, Gaffney publicly accused Grover Norquist, an anti-tax activist and prominent Republican strategist, for alleged ties to radical Islamist groups attempting to influence the Bush Administration. Gaffney said a press release by the American Muslim Council credited Ali Tulbah, a Bush-White House aide, for getting them access to the administration. Norquist banned Gaffney from the weekly "Wednesday Meeting" of the Leave Us Alone Coalition that Norquist hosted. Norquist later wrote an open letter, accusing Gaffney of "racial prejudice, religious bigotry [and] ethnic hatred," calling Gaffney a "sick, little bigot.... His whole life screams of bigotry, and what he said is just part of a pattern.... Frank Gaffney and Osama bin Laden share the same view on the relationship between the United States and Islam. I agree with the president in rejecting Osama bin Laden's and Frank Gaffney's worldview." In 2011, Gaffney accused Norquist of "helping the Muslim Brotherhood spread its influence in the nation's capital."^[11] David Keene, President of the American Conservative Union, later commented on the Gaffney-Norquist dispute, saying, "I, for one, don't see it. If you read the transcript [of the panel], you can see if Frank was right or wrong, but there was nothing racist or bigoted about it." Norquist's comments so angered Keene that he stopped talking to Norquist.^[12]
In a front-page story in The Wall Street Journal, Karl Rove dismissed Gaffney's assertions regarding Bush, stating "there's no there there."^[13] In an article appearing in the January 2007 edition of Vanity Fair about neoconservatives who pushed for the 2003 invasion of Iraq, Gaffney said of Bush, "He doesn't in fact seem to be a man of principle who's steadfastly pursuing what he thinks is the right course. He talks about it, but the policy doesn't track with the rhetoric, and that's what creates the incoherence that causes us problems around the world and at home."^[14]

U.S. troop deaths in Iraq

On MSNBC's Hardball with Chris Matthews, Gaffney, commenting on the 2003 invasion of Iraq, said, "My position is [that] it is regrettable that any Americans died. It is regrettable that they had to die, but I believe they did have to die. The threat we did know about was the chemical capability that Saddam Hussein had used against his own people. The potential for biological agents were real there was evidence that there was an ongoing nuclear program... The danger was inaction could have resulted in the death[s] of a great many more Americans than 4,000 and that's the reason I'm still delighted that we did what we did."^[15]

Al Jazeera

In 2003, Gaffney called on the United States military to "take out" the Al Jazeera news network for inciting violence against the Western world by showcasing Osama bin Laden and Saddam Hussein's "calls-to-arms."^[16]

Criticism of Barack Obama

In October 2008, Gaffney questioned whether then Senator Barack Obama of Illinois is a "natural born citizen of the United States" and his legal eligibility to be the President of the United States.^[17]
In a February 2009 Washington Times column, Gaffney accused President Obama of "embracing the agenda of the Muslim Brotherhood," a political organization banned in several countries in the Middle East.^[18]
In April 2009, Gaffney appeared on television and accused President Obama of using coded language to indicate that America would submit to Sharia law.^[19]
In a June 9, 2009, Washington Times article Gaffney wrote: "With Mr. Obama's unbelievably ballyhooed address in Cairo Thursday to what he calls 'the Muslim world' ... there is mounting evidence that the president not only identifies with Muslims, but actually may still be one himself."^[20]
Gaffney continued this theme in on February 24, 2010, in his column on Andrew Breitbart's BigGovernment blog, when Gaffney attacked the administration's plans to modernize and update the missile defense program as "US submission to Islam" from "an Alinsky acolyte", citing as "evidence" the redesigned logo of the Missile Defense Agency.^[21]

"Team Obama’s anti-anti-missile initiatives are not simply acts of unilateral disarmament of the sort to be expected from an Alinsky acolyte. They seem to fit an increasingly obvious and worrying pattern of official U.S. submission to Islam and the theo-political-legal program the latter’s authorities call Shariah.

"What could be code-breaking evidence of the latter explanation is to be found in the newly-disclosed redesign of the Missile Defense Agency logo.... As Logan helpfully shows, the new MDA shield appears ominously to reflect a morphing of the Islamic crescent and star with the Obama campaign logo."

However, Al Kamen reports that the new Missile Defense Agency logo is over three years old and was actually developed during the George Bush administration.^[22]
Gaffney has accused Obama of attempting to buy a larger more capable aircraft for the KC-X contract, under the pretext that it costs less than the aircraft made by Gaffney's client.^[23]

Saddam Hussein, the 1993 World Trade Center bombing, and the Oklahoma City Bombing

On March 12, 2009, Gaffney appeared on MSNBC's Hardball with Chris Matthews and accused Iraqi President Saddam Hussein of being involved in the 1993 World Trade Center bombing and the Oklahoma City bombing, "There is also circumstantial evidence, not proven by any means, but nonetheless some pretty compelling circumstantial evidence of Saddam Hussein's Iraq being involved with the people who perpetrated both the 1993 attack on the World Trade Center and even the Oklahoma City bombing."^[24]

Recent activities

In 2010, Gaffney, along with co-authors such as former deputy undersecretary of defense for intelligence Lt. Gen. William G. Boykin and former CIA Director R. James Woolsey, Jr., released a book entitled "Shariah: The Threat to America," published by the Center for Security Policy.^[25] The book "describes what its authors call a 'stealth jihad' that must be thwarted before it's too late," and argues that "most mosques in the United States already have been radicalized, that most Muslim social organizations are fronts for violent jihadists, and that Muslims who practice Sharia law seek to impose it in this country."^[25] According to the Washington Post, "Government terrorism experts call the views expressed in the center's book inaccurate and counterproductive."^[25] In other articles, Gaffney claims that stealth jihad to advance Sharia constitute sedition.^[26]
In early 2011, Gaffney charged that the Conservative Political Action Conference (CPAC) had "come under the influence of the Muslim Brotherhood, which is working to bring America under Saudi-style Shariah law."^[11] Gaffney told the conservative website WorldNetDaily that "Islamism has infiltrated the American Conservative Union, the host of CPAC, in the person of Washington attorney and political activist Suhail Khan and a group called Muslims for America.
In Murfreesboro, Tennessee Gaffney testified to support a lawsuit against a planned mosque. The lawsuit alleged that the county zoning board didn't give proper notice of a hearing, however during eight days of hearing the judge allowed mosque opponents to introduce unverified claims or inflammatory statements, to include arguing Islam is not a religion and asking a county commissioner if he supported keeping a whip over his bed to beat his wife with. Although Gaffney was currently not a member of any police or intelligence agency, and admitting under oath he is not an expert in Shariah law or Islam, he testified Islam is a threat to the United States and by extension the mosque was a threat.^{[27][28][29][30]}

Early Life

Gaffney was born in Pittsburgh, Pennsylvania in 1953 to Virginia Gaffney (née Reed) and Frank J. Gaffney. His father was a classical music aficionado and long-time partner at the law firm of Thorp, Reed & Armstrong, which was founded by his wife's father, Earl Reed. (It merged in 2013 with Clark Hill PLC.)[14][15] Frank J. Gaffney Sr.'s father, Joseph Gaffney, was a city solicitor of Philadelphia. In the early 20th century in that city, he was controversial as a known Catholic, because nativist Protestant groups in the city feared (and alleged) that Catholics were conspiring to seize control of American institutions and rewrite American history.[14][16]
In 1975, Gaffney graduated from the Edmund A. Walsh School of Foreign Service of Georgetown University.[17] He received his graduate degree from Johns Hopkins University's Paul H. Nitze School of Advanced International Studies.[18]

Career

Gaffney began his government career in the 1970s, working as an aide in the office of Democratic Senator Henry M. Jackson, under Richard Perle. From August 1983 until November 1987, Gaffney held the position of Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy in the Reagan Administration, again serving under Perle.^[19]
In April 1987, Gaffney was nominated to the position of Assistant Secretary of Defense for International Security Affairs. He served as the acting Assistant Secretary for seven months. During this time, despite his official post, he was notably excluded by senior Reagan administration officials from the then-ongoing arms control talks with the Soviet Union. Gaffney was ultimately forced out of the Pentagon; the Washington Post at the time noted that within four days of Frank Carlucci's appointment as Secretary of Defense, "Gaffney's belongings were boxed and he was gone."^[20][21] Following his departure from government, he immediately set about criticizing Ronald Reagan's pursuit of an arms control agreement with the USSR.^[20]
Gaffney contributes to the media site Newsmax, writing opinion pieces on topics such as politics, terrorism, and international affairs in a column titled "Security Watch."^[22] Formerly, Gaffney wrote a column for The Washington Times.^[23] He also hosts a podcast that has featured guests such as white supremacist Jared Taylor.^[24]
The Southern Poverty Law Center (SPLC) describes Gaffney as "one of America’s most notorious Islamophobes".^[25]
Gaffney has been associated with David Yerushalmi for being responsible in spreading misinformation about Islam and for encouraging the enactment of anti-Muslim laws, including anti-Sharia legislation in the United States.^[26]

Center for Security Policy

In 1988, Gaffney established the Center for Security Policy (CSP), a Washington, D.C.-based pro-Israel advocacy group, and national security think tank that has been widely accused of engaging in conspiracy theorizing by a range of individuals, media outlets and organizations. Its activities are focused on exposing and researching perceived jihadist threats to the United States. The Center has been described as "not very highly respected" by BBC News and "disreputable" by Salon. It has faced strong criticism from people across the political spectrum, but has also had its reports cited by political figures such as Donald Trump and Michele Bachmann.^[27][28][29] CSP has been described as an "extremist think tank" by the Center for New Community.^[30] In 2016, the CSP was classified by the SPLC as a hate group.^[31]
On March 16, 2016, Republican presidential candidate Ted Cruz announced he would name Frank Gaffney to be one of his National Security Advisors.^[32] Cruz said that Gaffney "is a serious thinker who has been focused on fighting jidahists, fighting jihadism across the globe." ^[33] In December 2015, Foreign Policy magazine characterized as unscientific a CSP-funded poll that presidential nominee Trump had been citing which purportedly showed widespread support for Sharia law amongst U.S. Muslims and a need for intervention in that community. It added that, "Between Trump’s calls for a national registry of Muslims and a ban on Muslim immigration, it appears that through coincidence or outright collaboration, Trump is building an immigration and anti-Muslim policy framework that closely mirrors the statements and proposals advocated by...," Gaffney and the CSP.^[34]

Fax Wars

In the 1990s Gaffney became known in Washington, D.C. for "fax wars" he waged, whereby his "small but loyal following" would be encouraged to inundate the offices of members of Congress with faxes.^[35]
In 1995 Gaffney charged that U.S. Secretary of Energy Hazel R. O'Leary was intentionally undermining U.S. nuclear readiness; an analysis of Gaffney's charges against O'Leary published by William Arkin observed that Gaffney "specializes in intensely personal attacks" and his Center for Security Policy's liberal use of faxs to attack its opponents had made it the "Domino's Pizza of the policy business".^[36]
Later, in a 1997 column for the Washington Times, Gaffney alleged a seismic incident in Russia was a nuclear detonation at that nation's Novaya Zemlya test site, indicating Russia was violating the Comprehensive Test Ban Treaty (CTB).^[37] Reporting on the allegation, the Bulletin of the Atomic Scientists observed that, following its publication, "fax machines around Washington, D.C. and across the country poured out pages detailing Russian duplicity. They came from Frank Gaffney", going on to note that during the first four months of 1997, Gaffney had "issued more than 25 screeds" against the CTB.^[37] (Subsequent scientific analysis of Novaya Zemlya confirmed the event was a routine earthquake.^[38])

Conspiracy theories

Background

Gaffney has asserted that the logo of the U.S. Missile Defense Agency is a coded signal showing the "official U.S. submission to Islam."

According to the SPLC, Gaffney's beliefs stem "from a single discredited source – a 1991 fantasy written by a lone Muslim Brotherhood member that was introduced into evidence during the 2008 Holy Land Foundation trial in Dallas federal court. But to Gaffney, this document is a smoking gun, a mission statement pointing to a massive Islamist conspiracy under our noses." ^[39] The ADL quotes Gaffney as "mentioning that in 1991, a Muslim Brotherhood operative produced the “explanatory memorandum on the general strategic goal of the group in North America.” According to Gaffney, the memo explicitly addresses the progress the Muslim Brotherhood has made in building an infrastructure in the United States with the goal of destroying Western civilization from within so that Islam is victorious over other religions."^[40] Other commentators have suggested that Gaffney's propensity for conspiracy theories began earlier during his career in the Reagan administration, where after being denied a higher position, was convinced that Soviet agents within the United States government were blocking him.^[41]

ACU dispute

In 2011, Gaffney was banned by the American Conservative Union from the Conservative Political Action Conference (CPAC). ACU chairman David Keene released a statement contending that Gaffney "has become personally and tiresomely obsessed with his weird belief that anyone who doesn't agree with him on everything all the time or treat him with the respect and deference he believes is his due, must be either ignorant of the dangers we face or, in extreme case, dupes of the nation's enemies."^[42] (Gaffney has since returned to CPAC to host panels at the conference in 2015 and 2016.^[40][43])
In an April 2016 column in The Washington Times titled, "When conspiracy nuts do real damage", Keene again slammed Gaffney, writing, "One hopes that is what they will do and that Mr. Gaffney will, like the folks at Group Research, Mr. Hoover’s aides and most conspiracy nuts of yore will vanish into the fever swamps from which he came."^[41] The column came two months after Gaffney unexpectedly left the Washington Times, where he was a staff columnist and Keene was the opinion editor. Keene, who had slashed the frequency of Gaffney's column from weekly to monthly, commented to Media Matters on Gaffney's departure, describing Gaffney's work as "well-researched," and stated, "we're sorry to lose him but we wish him well." Keene also noted that Gaffney had left without giving him any notice, telling Media Matters "I guess he's notifying us through you".^[44]

Wider reception

Gaffney has been called a conspiracy theorist by Dave Weigel writing in Reason magazine;^[45] Steve Benen of MSNBC;^[46] Slate;^[47] and The Intercept,^[48][49] among others. Jacob Heilbrunn, editor of The National Interest, has described Gaffney as "plain creepy",^[50] while the Washington Post has reported that Gaffney's views were "considered radioactive by the Republican establishment",^[51] and Foreign Policy noted that Gaffney suffered "from a lack of mainstream acceptance."^[52]

Beliefs

Conspiracy theories Gaffney has promoted include:

• The belief that former Iraqi President Saddam Hussein was involved in the 1993 World Trade Center bombing and the Oklahoma City bombing.^[53]
• Accusations that Republican Party strategist Grover Norquist is a secret agent of the Muslim Brotherhood. In 2014, Gaffney claimed that Norquist had "been working with the enemy for over a decade."^[54] (Responding to the accusation, the board of directors of the American Conservative Union unanimously condemned Gaffney's charges as "reprehensible" and "unfounded."^[55])
• Accusations that Hillary Clinton aide Huma Abedin is a secret agent of the Muslim Brotherhood.^[56] (After the allegation was repeated by Michele Bachmann, U.S. senators John McCain, Scott Brown, and Marco Rubio joined in dismissing it, and Speaker of the United States House of Representatives John Boehner said "accusations like this being thrown around are pretty dangerous."^[57])
• Accusations that Barack Obama is a Muslim who has secretly orchestrated "the most consequential bait-and-switch since Adolf Hitler", that Gen. David Petraeus had "submitted to Sharia", that congressman Keith Ellison is "likely to leak information to the Muslim Brotherhood", and that deputies in the Broward County Sheriff's department are "directly tied to Hamas.^[58][59]
• The belief that Barack Obama is not a "natural born citizen of the United States" (popularly known as the "birther conspiracy").^[60]
• The belief that the logo of the U.S. Missile Defense Agency is a coded indicator of "official U.S. submission to Islam" because it "appears ominously to reflect a morphing of the Islamic crescent and star".^[61]
• The belief that the responsibility-to-protect norm has been supported by the United States government to lay the groundwork for a forthcoming American military invasion of Israel.^[62]

Personal life

Gaffney has donated money to a number of Republican political candidates including Allen West, Chris Myers, and Jon Kyl.^[63]
Gaffney has two sisters, Rachel Gaffney and Devon Cross (née Gaffney).^[15] Devon Cross has been described by American Conservative Magazine as "a veteran neoconservative operative". She is a board member of Secure America Now, which has run pro-Israel advertisements^{[not in citation given]} in the United States featuring Benjamin Netanyahu, among other activities.^[64] Cross, who is married to former New York Jets president Jay Cross, served on the Defense Policy Board Advisory Committee during the administration of George W. Bush.^[14][65]
